The New York Times, in an article on the inaugural, referring to the South, says : "It is impossible not to admire the spirit; it is perfectly pa triotic, it is free from narrowness and partisan bias. It is enlightened, and it kis independent, iiy wnat precise methods Mr Hayes will carry his ad mirable sentiments into effect, it is 'too soon to say. It is certain, how eyer, that whatever tbey may be, they will be attended with great and com plicated difficulties, and that the coun try will have to judge them with for bearance, and to wait tatiently for their fruits." The private comments of the New York press, rn the inaugural, are not worth telenranh'.nir. They are more vague than the document itself. The Supreme Court has adjourned to Monday. The drift of the debate indicates that Morgan, of Alabama, and Lamar, of Mississippi, will be seated on prima facia. Senate. Mr Wallace, of Pennsyl vania, submitted a resolution that the credentials of L C Q Lamar, Senator elect from the State of Mississippi, be taken from the table, and that he be sworn. Mr Anthony moved that Senate ad journ, which was rejected ; yeas, 15, navs. 36 ; many Bepublicans voting with the Democrats in opposing journment. Mr Blaine spoke in favor of swearing in Mr Lamar, and said his credentials were entirely regular, and he was just as much entitled to be sworn in as he (Mr Blaine or any other Senator . ' sworn in yesterday. Blaine has star tied the Senate. He thinks Pinch back should have been admitted, and he favors seating Morgan and Lamar Answering Morton as to what he would with Kelloarzunder his line of ar gument. Mr Blaine said he had a reso lution in his. hand, which he proposed to offer, when the present case was dis- j posed of, to seat Kellogg. Dawes declared in favor of eeating Lamar. ... -. . i Spencer, speaking in opposition, nas sent to the Clerk's desk, to be read as part of his speech, certain committee reports on the 'Mississippi elections. The proceedings are on the motion of Wallace to seat Lamar. here for New Orleans, with a written assurance froai the President, to this effect, and Senator Gordon has a simi lar document to be forwarded to Gov Hampton. As sistant Secretary Gorham will manage tbe Interior Department until tbe new Secretary is appointed. The President has determined to en tertain no application for office until his Cabinet is completed. Gen Joseph E. Johnston is here. Gov Washburne, of Massachusetts, is now mentioned for the Navy.. Tbe Senate caucus appointed Morton Sargent, Morrill, Allison and Dorsey to reyise the standing committees. A number of excellent gentlemen are con tending for the place of Sargeant-at- Arm8 to the Senate will be disappoint ed, Col J E French will certainly re tain the place. President Hayes attended the Cabi net meeting. Secretary Merrill, though feeble, attended. Morton is pressing Bichard Thompson, of Indiana, for the War office. Gen Sherman is still urg ing the appointment of Joseph E Johnston. The following nominations died with the session of Congress : Askew, post master, Baltimore; John Tyler, Jack sonville, Fia.; W Stone, District Attor ney of South Carolina; S S Garnett, United States Marshal, Western Dis trict of Tennessee; Kennett Baynor, Commissioner to publish revised stat utes. Sesate. Wheeler called the Senate to order fall attendance, including Jude Davis. After Lamar had take.i the cath, Mr Blaine submitted the following: Resolved, That the oath of office re quired by law be now administered by the Vice President, to Win Pitt Kellogg whose credentials as a Senator from the State of Louisiana, were presented on the 20th of Jauy, 1877. Mr Bayard asked the Senator to withdraw that resolution for the pres ent, that he might submit one to have Gen Jno T Morgan, Senator elect from Alabama, s.vorn in, whose case was similar to that of Mr Lamar. Mr Blaine said the case of Mr Kel logg eame. befure either that of Mr Lamar or Mr Morgm, in its order, therefore it had better be acted on now. Bayard then submitted the follow- ingsubstute for the resolution of Mr Blaine : That the credentials of Wm Pitt Kellogg, claiming to be a Senator from the btate of Louisiana, do now lie upon the table, until the ap pointment ot committee on privileges and elections, to whom they can then be referred. Mr Blaine said, I do not desire, Mr resident, to detain he Senate, by any engthy presentation of Mr.Kellogg's case. Jtegaraing nim as i uo a.s mo regularly and duly elected Senator from the State of Louisiana, I. could wish that there would be no objection to his being sworn in. I believe that he was elected by the legal Legislature of Louisiana. I believe that he was elect ed by and represents the legal govern ment of Louisiana, and I do not see now to-day, and that is the main point I desire to present, how any Senator who voted in this chamber, that the electoral vote of Louisiana, was legally and properly cast for Rutherford B Hayes and yourself, Mr President, is permitted to doubt that S B Packard is is equally of right the Governor of that State. Blaine then proceeded to des cribe the creation and operation of the electoral law. Blaine continued: I know that there has been a great deal said here and there in the corridors of the capitol and about in by places and party, that called that Administration into existence. Bay aid then took the flofr, and the Senate r. ijoumed till to-morroW. The Democratic caucus this after ternoon had a full and agreeable inter change of opinions, as to the duty of Democratic Senators in the present condition of public affairs. No par ticulars as to their actien, have trans pired, but it is understood that the general tone of the discussion showed a purpose to sustain President Hayes in all rightful measures. It is not true, as stated this P. M., that Senator Gordon has any letter from President Hayes, promising to withdraw the troops from the support of Chamberlain in South Carolina, bu Gen Gordon has exerted himself for some weeks to save Gov Hampton's adminstration, and has such assur ances from the advisors of President Hayes, as give the Senator eyery rea son to believe that within a few days Gen Hampton will be left unembar rassed, and in undisputed possession of the Executive office. 11!!
