HAYE1 DETERMINED. Trotps Shall be BtmoTed from the Seuti. Washington, March 8. The President may send a compro mising commisaion, headed by Vico President Wheeler, to South Carolina and Louisiana. Consternation per vades the Republican breast. The Democrats are solid, and de termined in their demand, for the restoration of self-governm ent through out the South, and in obtaining it do not propose to make any humiliating concessions to the President or any one else. The World's Washington dispatch ays : inere was a comerence at the White House last night, at which Mr; Evarts, Stanley Matthews, Mr. Schurz, and other friends of the President.were present. The extraordinary action of the Sen ate in deferring the confirmations of the new Cabinet was variously dis cussed. The President expressed great astonishment. He had uot anticipated the unanimous approval of the selec tion, but at the same time he thought that they met the approval of the -greater portion of the Senate. He added, that he should adhere to the nominations as he had made them, and that the Senate could pursue its own course in the matter; that he had laid down the policy he intended to pursue, and he should cafty it into effect. If the Cabinet was not con firmed this week, he said he should proceed in co-operation with the old Cabinet, and issue orders for the with drawal ff trojrs from the Southern States. Major J. C. Cash, pamsterof the Marine Corj s, was found dead in his bed. Appoplexy. The Senate has up a resolution to swear in Jonn T. Morgan, senator from Alabama, to which Mr. Spencer submitted an amendment to refer the credentials to the Committee on Privi leges and Elections, and spoke at length in favor of that motion. Midnight. Washington, March 8. In the Sen ate, the motion to refer the credentials tiala of Gen. John T. Morgan to the Committee on Privileges and Elections was rejected without dissent. He was presented by Senator Gordon, and i sworn in oy lue vice jrrcsiuenu The following proceedings have a direct bearing on the Kellogg case : Mr. Wallace moved that the creden tials of L. N. G rover, Senator from Oregon, be taken from the table and that he be sworn in. Mt. Sargent submitted the following as a suDstitute : Whereas, under the constitution and the laws and the practice of the Senate, Lafayette. Grover, claiming to be a Senator from the State of Oregon, his credentials being regular and in due form, and there being no contestant for his seat, is entitled to admission to a seat in this body on the prima facie case presented by such credentials, notwithstanding the objections con tained in the petition of the citizens of the State of Oregon against his admis sion: therefore, be it resolved, that the credentials of Lafayette Grover bo taken from the table and the oath of office be now administered to., him. Resolved, further,, that the petitions of the citizens of Oregon, containing charges against Lafayette, Grover, lie on the table until-the Committee on Privileges and Elections be organized, when' they shall be .referred to such committee, togethetwith the creden tials, with instruction to investigate such charges, and report as to their J falsity 2$ i f B W ""ij-Cj Mr. Wallace accepted the substitute Mr. Conkling moved to amend by hr serting in the preamble, after the wol-ds 'no contestant for the seat," as follows: "and there being in said State but one body claiming to be the Legislature; and but one person claiming to be the Governor, and s there being, no doubt or dispute as to the. existence of one leeal. rightful State government The amendment was accepted by Mr. Sargent. If the people of New Orleans were law abiding, why should Ir. Packard be afraid to show himself before them ? It had been said he claimed an office to which he .was not entitled. The same thing had been said about the President of the United States, and yet in this law-abiding city that President was not afraid to show himself. Finally Grover was seated. Mr Thurman said that at a former session of the Senate, the credentials of j B Eustis, claiming to be a Senator from the State of Louisiana, were re ferred to the committee on privileges and elections. The committee reported against the right of Mr Eustis, to a seat on the ground that the vacancy had been filled by the election of Pinch back. Subsequently; the Senate decid ed that Pinchback was not elected. He therefore submitted a resolution that the credentials of Mr Eustis be taken from the table and referred to the com mittee on privileges and elections. Laid over until to-morrow. Executive Session. During the debate in the Senate, Mr Blaine had the following read ; New Orleans, March 8th, 1877. To Hon J G Blaine, U. S. Senate : Senator Bayard is mistaken. In ev ery parish outside the city, except the five "bulldozed" parishes, in one of which our tax collector has just been murdered, my government is recog nized by all, save a few pretended Nioholls officials. S. B. Packard. Washington, Much 8th, 1877, To Hon J G Blaine : Dear Sir: Hon Wm M Evarts beg ged me to say to you, that he did not endorse the latter of Stanly Matthews to Gov Chamberlain, to the extent im plied by the telegram of Gov Chamber lain to me : That the letter was pre sented to him by Mr Haskell of South Carolina, and he wrote upon it sub stantially as follows : That he had read the foregoing letter, that he desired to see the troubles in South Carolina com- posed, at;d that he desired to hear from Gov Chamberlain upon the cub ed. Very respectfully, D. T. Cokbin. Confirmation : John Sherman, Sec retary of the Treasury. Pending con firmation of the Cabinet, there is noth ing said worthy of credence regarding minor appointments, or other matters. FROM GOTHAE. oe .Goss Arrested Sitting Ball Again on the Rampage.
