Sioton Cameron has formerly vaca ted his seat in the Senate. It is sup posed that Hamlin will succeed him as chairman of the committee on For eign Affairs. Senator Patterson has submitted to the President, an elaborate plan for a new election, which he favors. Attorney-General D evens accorded the Republicans a prolonged interview. They seem well satisfied with the result. The pressure, in favor of the new election plan, is becoming earnest from radical Republicans. It may be said, however, that Hayes is not committed to it. He and his advisers are report ed as not seeing how it can be done without Federal interference, more in discord with the spirit of the inaugural than the use of bayonets. Cautionary s'gnals are ordered for Cape Hattera. Kitty Hawk, Cape Henry, Cape May, Atlantic City, Bar negat, Sandy Hook, New York, New teen colored Professors and Instruc tors from the Maryland Seminary, two Baltimore delegations, one headed by the ex Postmaster -General, favor. As kew for Baltimore Postmaster, which the President has decided to give to Gen Tyler; and nine colored men from North Carolina,1 ; asking the appoint ment of Col B McD Lindsay as Com missioner of Agriculture. The nine's petition closes: "For God's sake and the people's sake, let it be recorded in the history of the Government, that one request we asked, was granted." By common consent, the Senatorial question from Louisiana goes over to the next session. An extra session of Congress will not bo convened before about the first of June,, if at all. The Commissioner of Internal Reve nue has issued a circular to the Collec tors in the Soutn, that the ; ordinary means of collecting the revenue in por tions of North Carolina,South Carolina, Virginia, Georgia, Alabama and Ten nessee, hate failed. He advises the Collectors, that the use of the military should be avoided, when possible, and assigns three Deputies for each collec tion instrict. These Deputies are specially designed to suppress the illic it manufacture of spirits and tobacco. The Cabinet did not commence un til 9:30. The postponement is said to be attributed to the absence of Evarts, who had a heavy retainer in the Van- derbilt will case. The President's Southern policy, so far, has 'not yet ripened into any plan. Intense interest attaches to the Cabi net to-night, but it is mostly artificial. Some twenty legitimate newspaper men are on the qui vive, but none of them have as yet their special. It is impossible that any definite Southern plan can be. adopted to-night or that authentic details can transpire. It is most likely that some civil ser vice device will be adopted, whereby applicants for office may be subjected to special tests, that no one can bear; every one will fail and the places will go to favorites.
