The opposition to Fred Douglas
is
strong, mainly because he lacks legal
knowledge and personal acqaintance
with the condition of property in the
District. The colored people them
selves are opposing the confirmation.
The Senate Committee on the District,
however, reported favorably on the
confirmation.
The Tribune's Washington dispatch
says : Among the unsuccessful candi
dates for the United States Marshal
ship for the Northern District of Illi
nois, was A M T Stiltwell, of Livings
ton county. The President told him
his papers were unexceptionable, but
there was an insuperable objection to
hi8appointment to any Federal office;
that was, he was a favorite cousin of
Mrs Hayes.
Cautionary Signals continue at In-
dianola, Galveston, Cape Lookout,
Wilmington, Cape Hatteras, Kitty
Hawk, Cape Henry, Norfolk, Balti
more, Cape May, Atlantic City, Sandy
Hook, Barnegat, New York, New Ha
ven, New London, Newport, Woods-
hole, Boston, Thatcher Island, Port
land and Eastport, and are ordered for
New Orleans, Mobile, St Marks, Jack
sonville, Savannah and Charleston.
Allowing the Republicans all they
claim, Louisiana, Florida, South Caro
lina and elsewhere, the XLVth Con
gress will stand Democrats, 149; Re
publicans. 144.
The Assistant Secretary of the
Treasury, Conant, is under question,
but the charges are indefinite; Secre
tary Sherman thought yesterday, there
was nothing in them.
The President sent two nominations
to the Senate, which were omitted yes
terday, by a clerical blunder. This
closes out the extra session of the Sen
ate.
Secretary Sherman is authority, that
there is no foundation, whatever, for
,the insmation of questionable prac
tices affecting the honesty of Assist
ant Secretary Conant.
The Senate, after discussion, agreed,
by a vote of 39 to 8, to send a Special
Committee to Oregon to investigate
Senator Grover's election.
Chas 41 Wilder was confirmed as
Posmaster at Columbia, S. C.
At 2 P. M., the .Senate was still in
session.

leading article contrasts the long prop
osition which preceeded the Andrassy
notes and the Berlin memorandum,
with the celerity of the present
negotiations. It says conciliation and
promptitude have been the character
istics of all parties, and having resolved
to agree, the complaisance is wonderful
The protocol was only communicated
to Lord Derby on Sunday, and on
Friday we are congratulated as an
accomplished work. This shows that
whatever the Russian government may
propose to accomplish, association
with the European powers is looked
upon as important, either for external
political action, or to allay the irrita
tion and disappointment at home.
The assurances of the Russians make
us believe that the latter is the object,
and that the Czar having determined
to , relinquish his enterprises, desires
merely such conditions as will not too
much humiliate his people. If this be
the motive, the signature of the
protocol will be a decisive event,
unless, indeed, new disorders in
Turkey throw all again into confusion.

Fatal Explosion Sentenced for
Implication in Election Frauds
Cincinnati, March 17. A boiler
exploded in the saw mill of Hunter fc
Bros., five miles east of Worthington,
Ind., yesterday afternoon, killing 12
persons and wounding seven, all who
were in the building. The mill ground
corn on Fridays, and was trying a new
set of corn burrs. The day being wet
neighbors had gathered to witness the
experiment.
D. Jones, white, has been sentenced
to the pentitenti&ry for thirteen
months, having been implicated in
election frauds last October.

exploding of a saw mill boiler killed
three persons.
Ha-Gebstown, Ind., March 17. Beck
& Stoneb raker, pork packers, have
failed. for $125,000.
San Francisco, Cal , March 17. The
Lackawanna is ordered to Mazatlan,
to investigate the detention of Ameri
can vessels by customs authorities.
New York, March 17. Snow fell to
the depth of four inches in this city
to-day.
Ravages of the Storm.
Norfolk, Va , March 17, Put in
leaking the schooner Mary E. Camp,
from Philadelphia to Charleston, with
coal. The brig Liza Belle was disabled
in the gale off Cape Hatteras, on the
9th inst., during which her captain,
RA Watson, was washed overboard
while lashed to the wheel. She arrived
this evening, having lost her main sail,
jib and anchor. She will probably
have to discharge cargo and receive
repairs before proceeding.

St. Patrick parade to-day included all
the white military companies, whose

The President's appointments since
the selection of his Cabinet give little
hope to expect ; an era ef reform and
pacification. There seems so far te be
no disposition to select any better
than the machine politicians 'who
made up the Grant dynasty. Some of
mo iae i juecuuve appointments are
indecent and scandalous, such as Fred
Douglas to be Marshal of this District,
and Tyner, of Indiana, to be First
Assistant , Postmaster General,1 and
Boutwetl, of Mass., to revise the stat
utes of the United States.
Douglas is an insolent, negro, noted
for his hatred to the white race. As
an oratorical mindelout of the Repub
lican party Grant was willing to . give
him something, but be has never .put
him, as Hayes has done, into a posi
tion of the highest official responsibil
ity. An arrangement is to be made
by which he is to be kept out of the
customary functions of the marsJuIiri.

put: "If he is not good enough for
this, why should he be forced as an
associate upon the gentlemen of the
bar and many prominent citizens who

looking out for incendiaries is spoken
of among the merchants of Camden.
The plan is te organize a company of
young men, who will do guard duty by
turns.
