Galas expresses the highest satisfaction at the success of the Russian settlement. A dispatch from St'Petereburg to the News, quotes Galas as declaring that peace may now be considered certain, as England has apparently decided to sign a protocol, containing the princi ple of coercion. It is quite likely that the Attorney General to-morrow will report that Hampton is Governor of South Carolina, de facto and de jure. He may report that Packard ought to be Gov of Louisiana, but the adminis tration is entrusted with no power which it ought to use to enforce his right. The President is reported as thinking that he himself is in a posi tion to protect the 76,000 vo.ters who supported Pack aid, and that placing this burden on the shoulders of the President would be no surrender of duty or manhood on the part of Gov. Packard. It seems to run in the Pre sidents mind that Packard lost Lis op portunity, for martyrdom when Mr Tilden lost the Presidency. The Pre sident hopes to make Packard one of the prominent figures of the new policy drama. This he can do if Packard will entrust his own fortunes and the hap piness of the 76,000 who voted for him in the custody of the President. Fred Douglass reported at the Mar shall's office this morning, and is now out in search of. bondsmen. The bond is f3J,00U, and the Marshall is liable, where he fails in due diligence in his collections of executions. What the President Said to Gener al Gordos and Mr Lamar. The Pre sident then expressed in earnest terms his desire and purpose to bring about some satisfactory solution as aoon as possible. He said that tbe difficulty had been at white-heat for sixteen who will be satis- years, and it ought not to be consider ed any great delay teen days to get through with if it required six- it in a satisfactory way.
