DECISION CONCERNING SPECIAL ' " 1 tax; - ' y Washington, March 21. Diligent inquiry is no more success ful! this morning than last night, in obtaining reports of yesterday's Cabi net proceedings. The reports publish ed are guesses. .j ; o v J 4 The Baltimore American places Schurz and Key in favor of the with drawal of troops, and Sherman op posed to present action, supported by Thompson and McCrary. The same paper concludes : "Summed up in a nutshell, the Southern policy ef the President was endorsed as a sentiment, but postponed as a practicability." The American thinks a commission proba ble and consistent. It may be stated that the New York brokers venture no report of the Cabi net proceedings. At 2 o'clock the Cabinet was still in session. It has transpired that so ac tion was taken yesterday, or any in- 'ormal proceedings, which justified the grouping of the Cabinet It seems most ikely that some device will be found to break the promise of early quiet in Louisiana and South Carolina. Specu lation is baffled. The Cabinet met at 10 o'clock, and continues in session. The1 Southern question is tinder consideration, but there are no intimations that a decis ion will be reached to-day. midnight. Washington, March 21. The Cabinet decided te send a com mission to Louisiana. It is appre hended that the Coroner will be the most important witness. A summons to answer for false im prisonment of Thomas Biggins, an alleged lunatic, was served "on Gen Grant to-day. Biggins claims $100,000 The Agricultural Department gives notice that the issue of seeds-for this season has closed. , : Senator Chris tiancy will, net have the Mexican mission. : John imms, colored) appointed Steward at ' the "White House, has given bonds for $20,000. The Chesapeake & Ohio Canal has been opened. . The Cabinet, after deciding to send the commission to Louisiana, and maintain the status quo, adjourned to 5 o'clock, 'when South Carolina was considered.; Whether she shared the fate of Louisiana, has not yet trans- pired. ' dlhe extra session i of Congress will convene on Monday', June 4th. ; The Supreme Court of the District decidedilthat the ' certificates. for a special improvement tax by the Board of Public Works, were lesued wun warrant of law.- 'r.rsb The ..Cabinet , adjourned I .without taking up South Carolina. . The President is weary. The Cabinet may not re assemble before Friday. V The ' decision to. send a commission to Louisiana is definite, and was made without a ditision. It may be received as ft unanimous acquiescence with; or submission to the President's views. It is his policy. , - . :n ' The composition of the commission is entirely conjectural beyond Wheel er, who desires to; be excused, on.ae- count of health, and Senator Davis, of Illineia, who pleads busmess. The extra ses sion of the Legislature has been ex tended. The city is ' very quiet. There has been no hostile demonstrations from any quarter. A conflict involving loss of life is now regarded improbable. The Nicholls police to-day arrested 4 more of Packard's recruiting officers. They were imprisoned, charged with treason. Flashes.
