He had never, said he would withdraw the troops, and had never authorized any one to sav so for him. He said that he proposed to do what, in his best judgment, he thought was ight, and he did sot expect to please every one. The appointments of Henry C Wayne, Surveyor of Customs at Sa vannah ; and Henry B Mills, Collector of Customs at Brunswick. Ga.. have been made. Some questions regarding the pay of ante-bellum Mail Contractors have been referred to the Attorney-General, and it is expected that he will decide to pay the Service, ending May 31st, 1861, and direct that the Contrac tors be paid up to that date. " The Commission has been signed by the President, appointing Gen Henry C Wayne Surveyor of the port of Sa vannah, Ga., but it is held, upon eharges against his character, prepared by John E Bogart. The Star says: Jas Atkins, Collector of Customs at Savannah, Ga., is an applicant for the position of Commissioner of Internal Revenue, and has been here for some time, pressing his claim." John G Clark, formerly Postmaster at Savannah is an applicant for the Collectorship at that port. Commodore Aaron K Hughes, suc ceeds Commodore Cox in command of the Naval Station at Port Royal. The Cabinet had a two hour's ses sion, mainly devoted to the Civil Ser vice Regulations for the entire "coun try. Such 'progress was made as war rants promulgation early next week. It is authoritatively stated this P. M., that the membership of the Louisiana Commission, with the exception of Gov Brown, has not been determined upon. Col Atkins says the Star is mis taken in saying he is an applicant for the position of Commissioner of Inter nal Bevenue. He also says ex Post master Clark, of Savannah, is not an applicant for Atkins' place as Collec tor of the port of Savannah. The Vienna correspondent of the Times says : The impression that an ultimate understanding wiil be reached immediately, has vanished. A general debate on the Eastern question commenced yesterday. The first announcement was a vic tory for Oxford, by less than a half length. The latest advices make the heat dead. The matter is in contro versy. Betting at the Start was five to ! four in favor of Oxford. The race was said to have been the grandest ever rowed. The - lookers-on seem unanimous that the Oxford won by a yard or two. Oxford's bow was broken near.the finish. oa: NEW YORK. Tweed to be Released Why Oahey Hall Went Abroad, New Yoek, March 24. The Times says that it is definitely settled that weed will be released in a few days. Walter C Adams, formerly of the Star Line of Texas Packets, latterly commission merchant, 1S1 Pearl st., has failed. Liabilities, $600,000, mostly held abroad. It is generally believed that Mayor Hall went abroad, fearing further com plications with the old ring. The proposed release of Tweed, is upon the surrender of all his property and choses in action. This, by a care- ul examination, is found to be only a quarter million of dollars, and is sup posed to all Tweed has. This is one of a series of compromises with the ring. Some are already made, and others are in progress. Whiting, who robbed the Brooklyn bank, committed and on trial, still re uses to say what he did with the mis sing $10,000. VIRGINIA. Launching of an Excursion Ship from the Norfolk Yard. Norfolk, March 24 The mammoth excursion steamer Jtoc&away, just completed at the ship, building estab- ishment of George W Beach, was suc cessfully launched this evening and was witnessed by an immense throng of citizens who are taking a deep interest in the success of the extensive ship building industry but recently started here. The Rockaway was built for R Cornell White, of New York, and is intended to ply between that city and Rockaway beach. She is 293 feet long, and is said to have more carrying ca pacity thau any other vessel engaged in the excursion business in America. The Rockaway will leave for New York to-nightin tow of the steamer Wyan- oke Ship building here has proven a success, and several other, large vessels are now on the way and in contempla tion.
