Hayes' policy as to the status of certain Southern States was discussed, we desire to say, in reply, that we can assure you, in the strongs est possible manner, of our great de sire to have adopted such a policy as will give to the people of the States of South Carolina and Louisiana the right to control their own affairs, in their own way ; and to say further, that we feel authorized, from our ac quaintance with, and knowledge of Gov Hayes and his views on this ques tion. to nledee ourselves to you for him, that such will be his policy. It has been urged upon the Presi- - .. . m dent to increase the commission to six, and Walter W Phelps is mentioned as acceptable to the Louisiana Conserva tives. Judge Lawrence of Illinois was appointed as representing the views of Senator David Davis. Mr Mc Veigh is not objectionable lo the Con servatives. The President requested Gen Gibson and Col Levy to repair to New Orleans and assist him in carry ing out his scheme of pacification. The first object of the Commission will un doubtedly be to secure a legislature which all will acknowledge, and upon which everything will binge. It is not iikely that the Collector of Customs at New Orleans will be changed until after the, pacification. The President expresses himself entirely confident of success, and the tone of his conver sation with Southern gentlemen is most cordial and conciliatory. He in sists upon it that a commission for Louisiana has been in his mind . from the first, and that he never promised anything else. He imagines that the patient hearing which he gave to the details of other plans have been con strued into promises to adopt them, and seems anxious to clear himself of the charge of insincerity. The impres sion gathered by his visitors of all par ties and complexions, is that he looks for the immediate establishment of Hampton's government in South Caro lina, and that of Nichoils in Louisiana, very shortly. His visitors all leave him with this idea impressed upon them, but when his expressions are analyzed there is not much in them. Gentlemen: Referring to the con versation had with you yesterday, in which Gov Hayes' policy as to the stutus of certain Southern States was discussed, we desire to say. that we can assure you, in the strongest pcs3i ble manner, of our great desire to have him adopt such a policy as will give to the people of the Sutss of South Car olina and Louisiana the right to con trol their own affairs, in their own way, subject only to the Constitution of the United States and the laws made in pursuance thereof; and to saj' further, that from an acquaintance with, and knowledge of Gov Hayes and his views, we have the most complete confidence that such will be the policy of his ad ministration. Their work, as outlined, is to fuse the Legislature and adjust the judiciary. They will have the au thority to make threats and promises. Gov Hampton, accompanied by At torney-General Conner and Senator lect Butler, with the committee of Charleston capitalists, arrived here this morning, the welcome to Hamp ton from Richmond to this place being as warm as further South. There was no public reception, and the party drove quietly to the Willard's. The Po3t pub lishes the following in official form "We are glad to say the prospects of a Dacific solution are at least favorable a. to this degree, that negotiations are to be continued. We may thus gather that the fresh suggestions placed before the Cabinet, are deemed worthy ,of con sideration, and that a way !s still thought to be open to a satisfactory ar rangement of all differences." The Pall Mall Gazette's Berlin dis patch says: It is understood that Prince Bismarck at yesterday's inter view with Gen Ignatieff engaged to support Russia's fresh proposals. Pro bably England, France and Italy will shortly return their ambassadors to Constantinople or accredit special en voys provisionally. Austria has also intimated her intention of doing the same. A Reuter telegram from Vienna states that the political correspondence has information that England has ac cepted Russia's counter-proposals in substance. Negotiaions continue about the wording of the protocol. The Times in a leading article takes a very gloomy view of the situation. It says it is really idle to talk of inquiries, treaties, amnesties, constitutions and other acts thinly dressed in phrases of legal significance. In a word we have failed. We have had our turn and it is over. Whether we were simply aim ing at the reformation of the Turkish empire with due regard to its integrity and independence, or whether we also had an eye to British interests at stake we have had our innings and have scored nil. St. Petersburg, March 29. In con sequence of an earnest request from Russia for a decisive answer upon the protocol question, the English minis ters, after yesterday's counsel, express ed their willingness to sign the proto col as drafted by Russia, leaving aside the question of demobilization.
