Washijigton, April 2. Hon Stanley Matthew called upon the President at 7 o'clock vesterdav ""o avcv ii mwuu, xresiueni oi ine Indian Ashbury University. In the afternoon, he, with Zach Chandler and Secretary Sherman, took his ride. Gov Hampton, Stanley Matthews and Judge Cartter had a consultation during the day. The co-alition by which Foster, Garfield or Banks will become Speaker is said to be gaining ground. The Republican reports Gov Hamp ton as stubborn on this subject. There is nothirjg this morning to change the programme foreshadowed for South Carolina. Very soon after Hampton and Chamberlain return, the troops will be withdrawn from the State House, and the Chamberlain govern ment will be allo'wed to fall to pieces. There is nothing new in the Louisi ana situation beyond that a re-canvass of the direct vote for Governor will not be among the duties of the Com mission, as re-opening the question might taint the general tenure here. Here are their plans : 1st. To compromise Packard into abdication. 2d. To convene a legislature which will count him out. 3d. To withdraw any support and let him "peter out." If the last remedy becomes necessa ry, a change in the Custom House will procede the pacification, as it is known that Packard relies on that institution, as at present organized, for the sinews of war. At a Cabinet meeting this morning, the secretary of War was directed to prepare an order, transferring the troops from the State House in Colum bia, S. C, to their camp. The National debt decreased $14, 107,010.41, of which $9,553,800 consists of cancelled Geneva award bonds. midnight. Washington, April 2. Af ormal order to Gen Buger to re move the troops from the State House at Columbia to their camp, is. being prepared by the Secretary of War, but will not be sent to Gen Ruger, or made public till to-morrow. Gen Sherman was closeted with the Secretary some time before the preparation of the or der was commenced, which will be in the nature of a dispatch to Gen Ruger, and not a general order through usual military channels. It is generally be lieved the order will not be sent until submitted to the Cabinet to-morrow afternoon. Gov Chamberlain, up to 4 o'clock this evening did not believe the con clusion to remove the troops from the State House had been reached. When be had official information of the fact, I he said, '"It ends the struggle, and makes Gen Hampton practically Gov ernor." Chamberlain dines with the Prf si dent to night and leaves for Columbia on Wednesday morning. When Gov Hampton was informed this afternoon, in advance of official notification, that an order wou'd be is sued for the removal of the troops from the. State Housp, he expressed himself much, gratified, but said, "It was no more than he expected from the prin ciples announced in tha inaugural ad dress," and he was somewhat inter ested to know whether the order would take immediate effect, as he wished to he nresent in Columbia when it was executed. However, as a precaution arv measure, he would, at once Lelc- graph to friends iu Columbia, his earn est wish that there should be no out word demonstration, such as might disturb the public peace, andwas st isfied bis advice would be respected. In the withdrawal of the troops from the State House, he would direct that a guard of two unarmed men be sent there to guard it from improper intru ! sibns, and he thought that such a Jorce would be sufficient lor the purpose. He felt satisfied there would be no disturbance whatever, and that the neople throughout the State would take courage, to repair their shattered industries. It seems to be understood that, in accordance with Gov Hamp-1 ton's wishes, the order will not reach Euger until Wednesday. ' THE EASTERN MUDDLE. War Again Imminent A batch oi interesting roreigrn news. St. Petersburg, April 2. In spite of the signing of the protocol the pessi mist's views again prevail, and 4war is considered inevitable. Russia cannot disarm unless convinced that she need not arm again. War may not be im mediate , but is inevitable. The Galios says the signing of the protocol does not decide peace or war. The Journal de St Petersburg says the debates in the Turkish parliament leave little hope for a peaceful issue. Cologne, April 2. Count -Henry Von Arnim has become blind from erysipelas. Dublin, April 2. Cardinal Cullin is seriously ill. Paris, April 2. It is reported that Charchal, a skilled painter of Alsatian scenes suicided on account of ap proaching blindness. London, April 2. A Daily News dis patch from Borne says : Gen Canetti presented to Cardinal Simconi on Fri day, an album containing the signa tures of over 30,000 volunteers prepar ed to shed their blood for the temporal power of the Pope. This album con tains the names of persons who volun tarily contributed to a present to the Pope on the fiftieth anniversary of his Episcopacy, and contains the names of some thousand of American Catholics. A dispatch from Calcutta, says : The latest advices respecting the famine in Madras, the presidency reports an in crease of 7,000 employed on the govern, ment relief works and 3,000 in number of those maritably relieved. A special from Vienna to the Tele graph says : The Prince of Montene gro has refused to command the Bos nian insurgents, alleging that his con sideration for Austria obligates his doing so. PENNSYLVANIA. No Combination Between the B & O, and Penn. Central Bail roads. Philadelphia. Aoril 2. 1877. In regard to the meeting of the Presidents of the Trunk Railroad lines, aid to have taken place in New York on Saturday in reference to freight rates, East and West, the following is urnished in this city for publication: 'In order to correct the mischievous efforts of the false statements that have been made made as to the combina tion of the Erie, New York, Central and Pennsylvania Railroad'Companies, in opposition to the Baltimore it, Ohio Company, the following despatch from President Scott, is published :' To Jno W Garrett, Prest, Baltimore : 1 notice in some oi the papers, a statement to the effect that the two New York lines, and the Pennsylvania Railroad had entered into a combina tion en Saturday, offensive and de fensive against your road, all of which you have the best of reasons for know ing, is of course without any founda tion whatever. President Garrett states that all the allegations of bad faith between the Baltimore &Ohio Company are equal- y without foundation, and that this company-can clearly demonstrate that its action throughout under the agree ment of Dec. has been just and proper. The Baltimore & Ohio Company has been, and continues to be not only wil" ing, but earnestly desirous to advance rates to a remunerative standard, and to arrange and maintain all tariffs up on perfectly just and equitable princi ples, such as will, without doubt, meet with general approval. New Yonic; April 2.-lhe Express says: While Judee Cartter of the District of Columbia, has said that no proceeding has been instituted- in bis court to test the title of Mr Hayes to the Presidency upon the authority of a gentleman who j has seen papers, it may be stattd that they are prepared, and t in possession of Hon RT Merrick, a lawyer of Wash ington, who' represented Mr Tilden before the electoral commission. It is said the suit will be commenced as soon as the troops are withdrawn from South Carolina. It is claimed though the electoral commission had not the power under the electoral law toi ascertain the facts not presented in the lawful certificates of electors, the court would have power to sift the question bv full enauirv into the law and the i af facts. , , omo. The disnatch stated that at an early hour this morning, a fire was rag- iDg in Monroeville, Ohio, a town near Sandusky, and as a very high wind was prevailing; the whole town will proba bly be comumed. f An Impressive Scene. A very im pressive and- interesting incident was witnessed at the Edenton Street Meth odist Church yesterday moraine the reception into the communion of that church of three young ladies, deaf mutes, from the Deaf, Dumb and the Jima institution of this city. - The names of the young ladies are Martha Henrietta Austin, of Caldwell county. Nancy Ellen Poovey, of Catawba, and Sarah Preddy, of Guilford. To the last named was administered the ordinance of baptism, the others having been baptised in infancy. At the close of the morning sermon, preached by the Presiding Elder. Rev. Dr. Wilson, the young ladies took their positions at the altar, Mr. David Dudley, a teacher in the institution, acting as interpreter. The baptismal service of. the church was impressively read by the pastor. Dr. Burkhead. and interpreted to the young ladies by Mr. Dudley, he re ceiving their responses and communi cating them to Dr. Burkhead. The whole scene was one of impressive solemnity, especially as the young ladies seemed fully to understand and appreciate the position they occupied and the vows they were taking upon themselves.
