Ben Wade has succeeded in finding a publication for his letter, attacking Hayes' Southern policy, in the New York Times. The Baltimore American says of it : "It is very bitter and caus tic; but the writer seems to have for gotten that circumstances have chang ed since the end of the war." Packard will remain at the State House until the troops are withdrawn, nd the money allowed by Nicholls is distributed among his men. Reports relative to farm , animals as received at the Department of Agricul ture, show a general exemption from diseases among the cattle, with a few exceptions, and a more than average healthfulness and' thrift, especially In the region tforth of the 36 of latitude. In the milder jegions, where shelter is not provided, emaciation and death are not unfrequently reported. In one county in Georgia (Taylor) one hun dred and fifty of a herd of five hundred were lost. Occasionally, cases of lung fever are reported from, the Northern latitudes and from the South. More frequent mention of similar diseases and local losses from blind'staggrr ana less irequeiib iuss nuui g'akucic, and in the Mississippi Valley a few cases of catarrh. T Sheep generally, are. in good; condition. ' In Southern California, flocks are dying from droughts, and in some places are sold to go Oregon and Nevada for 37 cents per, head. The losses of swine have been very heavy in the West and South, particu lars of which will be given in another report. The great plains, not exceed ing 7 per cent, of the returns,, indicate alow condition. Cases of pleuro-pneumonia hare oc- curred.in Burlington, New Jersey; Bal timore, Maryland; and Cumberland, Pensylvania.
