" . The war news has put up flour in New York from 15 to 25 cents, and in exceptional cases, 50 cents. Wheat has improved from 7 to 10 cents. Eye, oats, poik urd lard are also higher. Freights were decidedly stronger. i The hews creates - much excitement in Chicago. In grain and provisions, since the first of April, the cost of wheat has advanced 40 cents per bush el and flour, over $1 per barret The sales are larger than within five years. A New Orleans special says : "Short ly after 11 o'clock, last evening, Pack ard had his forces, numbering over four hundred, assembled in review, in the corridor of the State House. He was escorted to their presence, where he made a short address, thanking them for their devotion, stating that the time had come to end the conflict, and bidding them adieu. The scene is described as being a very impressive one. At its conclusion, he was escort ed to his carriage, when the majority of the police and guard evacuated the building. It is generally assum ed that Gen Von Moltke intended to tell the French that Germany is watch ing their aimament; that she is ac quainted with the peculiar, disposition of their troops, that she cannot con- cieve their immense military efforts to aim at anything else save revenge at the first fitting opportunity, and. warn ing her that Germany will not allow her to profit by Oriental troubles, for the possible pursuit of anti-Teutonic plans. London, April 25. The London pa pers unanimously condemn the Rus sian manifesto. Even the Daily News which is .more favorable to Russia, says We have to deal vrith a Russia in whose policy better or worse motives mingle unfortunately the action of British government has tended to drive back nobler influences and foster a more ignoble and selfish one. The soli tary action of Russia will almost nec essarily be action primarily for Russian interest. The best hope of the Turkish Christians is the poor one of transfer ence from Turkish to Russian despot ism. The Standard considers the omission of a most striking and ominous cir cumstance which will cause and justify the darkest forebodings. It considers that the attempt of the manifesto t throw the responsibility of war upon Turkey, are beneath notice, and says : Never was there a more unfortunate specimen of imperial logic. v ., The Daily Telegraph says : We have been tricked and iuped by Tartar di plomacy, but in policy and action we shall not be so easily dealt with, for.we shall now have for a single considera tion national interest. The nation waits unanimously to support whatever measure the government may judge necessary to the safeguard of those in terests. The Post says: The conduct of a despotic and oyerbearing empire will be resented by every free people.
