Information has been received here that the Postal Coorifmision have decided to recom mend, or have recommended, the Post Master General to concentrate all Southern mails via Richmond, which have heretofore gone via Lynchburg, Va. j and Louisville, Ky.- "the Freedom ef a City." "The Freedom of the city." in its English sense, is explained as meaning much more than the "hospitality of a city," frequently extended by mayors of American cities to distinguished guests. Gen. Grant fcr instance, is to receive' 'the freedom of the City of London in a gold box." On some convenient occasion he will asnear before the city chamberlain to receive it. His name will be enrolled in .the book, with the name of the clerk and officers of the city chamber as his "compurgators' who make them selves responsible for his good citizen ship. . The chamberlain then adminis ters the oath of fidelity, shakes hands with him, and gives him, in a gold box, a parchment slip warranting to him and to his children dwelling within seven miles of the city, "the franchise of a freeman of London." This carries with it certain rights and rivileges. For instance, ho may, if e chooses, carry on any retail trade without being taxed. If he elects to live in the city, he will be free from all tolls and customs, and if his child ren should be left orphans they will have the right to become the wards of the city. It will thus be seen that, although Gen. Grant will hot probably avail himself of any of these fran chises, the freedom of the city of London means something tangible and. substantial. Among those who have received a similar compliment are Gen. Blucher, ' Monsieur Thiers, and the Emperors of France, Russia, Persia and Turkey. He who is puffed up with the first gale of prosperity will bend beneath the nrst blast of adversity.
