Wilson, of Iowa, who was re cently appointed by the President a director of the Pacific Railroad, has violated his orders by presiding at the Iowa State Convention. It is wondered what Haye3 will do about it. A special dispatch from Charleston, South Carolina, says that L. Cass Car" penter, formerly an Internal Revenue in two thou- charge of tarn pering with treasury warrants issued to him for printing, while editor of the Union. General Le Due, it is said, thinks he can do more than his predecessor in the Agricultural Department for the interest of the farmers. He promises rashly unless Congress is more gener ous to the Department than while it was under the management of Com missioner Watts. The defence in the Franks case has closed. The prosecution moves to amend their warrant to make it read : "That Franks did make and cause to be made and present, and cause to be presented for payment, and approval by R. M. Douglass, Marshal of the Western District of North Carolina, a certain account for services and fees as Deputy Marshal for the said District in the amount of $411.50, knowing at the same time that it was false, fictitious and fraudulent." The truthfulness of Eastman, the principal witness for the prosecution, is impeached. The Agricultural Department report oats in superior condition in most of the Southern States. The South is finding immunity from loss in their red rust proof oats. There is an increase in clover, especially in the South, and very marked in Texas. An investiga tion into the losses of sheep during the past year, shows a total of nearly three millions of sheep and lambs destroyed by dogs and wolves, and various dis eases, and an aggregate money value ef nearly eight million of dollars. The average per centage of losses is nearly eight millions. The proportion is highest respectively in North Carolina, Florida and Louisiana, and ranges from seventeen per cenfc. in the former State to three and seven -tenths in Ne braska. The rate is highest in the South and lowest in the States having dog laws. The Commissioner of Internal Rev enue has decided in favor of the Or angeburg and Alexandria Railroad for the use of their net earnings immedi ately after the war. Comparative Cotton Statement. New York, June 29. Net receipts at all United States ports during the week, 6,270 ; net receipts at all United States parts for the same week last year ,11,108; total net receipt to this date, Bucharest, June 29. The Czar has issued the ' following proclamation to the Bulgarians: "My troops have crossed the Danube to day. They en ter your territory, where they have already several times fought for the amelioration of the lot of the Christian inhabitants of Turkey. Russia still bears the same love and solicitude to wards all the Christians in Turkey as when she secured the liberation ef Servia and Roumania. I have confided to my army the m ission of securing the sacred rights of your nationality, which you haye acquired by centuries of suf fering and the blood of martyrs which has soaked your soil. Russia's mission is to build up, not to destroy; she is called by Providence to conciliate and pacify all races and denominations in those parts of Bulgaria inhabited by a mixed population. Henceforth the Russian armies will protect every Christian against all violence. Not vengeance, but strict equity will guide our acts. As fast as the Russians ad vance, Turkish rule will be replaced by regular organization in which the na tive inhabitants will be summoned to take part." The proclamation concludes : "Fol low faithfully the instructions ef the Russian authorities. Therein lies your strength and security. With humility I pray the Lord to grant us victory over the enemies of Christianity, and to send down His blessing upon our just cause. Lokdon, June 29. The Standard's special correspondent at Zewin, who says he was present at the battle, tele graphs : "The Russian attack on the Turkish position at Zewin was repulsed despite repeated assaults. The Turks had ten thousand men, but their numerical inferiority was counterbal anced by their well fortified positions The Russians fought with the greatest bravery The Standard's Bucharest dispatch says the Russian officials are as much surprised as the general public at the ease with which the crossing of the Danube was effected, and at the slight ness of the resistance. News comes from Zestova that the Turks haye completely wasted the country around that place. Neither food nor forage is obtainable. A correspondent confirms the re ports that the Turks haye evacuated Tchernayoda and Medjedji. JThe Times' correspondent from Zem nitza, dated the 27th, sums up : "The Russian left is in great force near Her- Bova and is being constantly strength ened. The right has secured a cross ing at Simnitza with ease, so that we may say tne JJanubian passage is se cured. The centre has a choice of concentrating upon the right or left left wing and crossing unopposed.. "Widdin and Nickapalis are isolated from the ITurkish quadrilateral, and present indications lead to the conclu sion that this much vaunted squad of fortresses will itself soon be cut in halves and the Turkish forces separat ed into three divisions with the whole Russian army occupying a central po sition between them, and free to 'move with crushing force upon any one of them." Various correspondents fix two miles below Sistovo as the exact point of the Fires in Scotland. Glasgow, Scotland, June 29.
