The Herald has a New Orleans special saying that the foreman of the grand jury which indicted the Returning Board, states that there were only four Democratic members out of one hundred and sixty-one. Governor JNicholls states that he is very sorry that any action nas been taken, but still adheres to the deter mmation of pardoning if they are con victed.
