Washington, August 16. A dis
patch from Howard's camp," dated
August 9th the day on which' Chief
Joseph struck Gibbon says of the
enemy: "They have pressed, in to a
headlong flight, which has exhausted
their powers and dragged them into
misery. Their families and their little
ones have accompanied them in the
hurried exile, into' which tbey have
been driven." The latest official ad
vices say of them : "They have already
made their way through Pehone pass,
and are following the Salmon riyer up.
By this means they take the- roughest
route, which makes it very difficult for
the soldiers to pursue, and it'is probar
Me that the Indians will succeed in
reaching their destination in Northern
Idaho."
Messrs. Shelden and Brice have a
joint letter from Judge Billings this

gate value as they lre: is about thirty
five thousand dollars.' It is stated that
good security has been offered the
government to the amount of a hun
dred and fifty thousand dollars ; and it
asserted that where the title is
settled, only about one-tenth of these
ogs will vest in the covernmentL
These logs have been held over ninety
days, and involve the employment and
suDsiBience oi some niteen hundred
workmen.

outrage, Acting Secretary Seward does
not hesitate to characterize the affair
as a most outrageous proceeding, and
a most daring violation of the inter
national treaty and obligation, and is
quoted: "Not only will this govern
ment insist upon the prompt pursuit
and captcre of the desperadoes, but it
will also demand their signal and
immediate punishment. Every one of
the onenders must be brought to jus
tice." Dr. Bliss, Morton's Washington doc-

Morton's recovery.

The President's Journey
and His Policy.
Bennington, August 16. Ceremo
nies to-day were tumultuously success-
ul. During the procession Hayes
acknowledged the tributes of applause
by s.ight inclinations of the . head, and
did not appear to encourage the exu
berant manifestations by trequent and
conspicuous bowing. There was a
slight delay in Main street, of which
several persons availed themselves, to
rush up to the President s carriage
and shake hands. One of these, a
prominent local politician, remarked:
I like you personally, Mr. President,
but damn your policy." To which he
good humoredly replied:? "Come,
now, no politics today."
The following is Mr: JEvart's speech:
"Mr. President, Ladies and Gentlemen;
"It is fair that I should warn you.
Though I am very . slow to ; begin a
speech, I am much slower to end it';
ana Know your oniy gaiety is in my
retiring before I commence.'' Ap

; The Times' occasional correspondent

mary of the situation: "In the
Balkans, fragments of General Gourko's
.corps are entrenching themselves in
the Shipka pas3. - Eight corns appoint
ed to support them are echeloned be
tween Selevi, Brenoya and Tirnoya.
A division of the eleventh corps occu
pies Kayaranwitz. Against these troops
which form the bulk of the Russian
forces in western Bulgaria, a Turkish
army corps is slowly but steadily ad
vancing from Shumla via Osman Ba
zar. Sulieman Pasha, too, with a por
tion of his army, is advancing in the
direction of Elena. Lastly, some of
Osman 'a men are marching from Lo
vatz on Gabraya. The Russian rein
forcements are more than counterbal
anced by the troops which the Turks
are receiying from Asia. The sanitary
condition of the Russians is so much
worse than that of the Turks, that the
gaps occasioned by sickness among the
former would almost establish an equi
librium of forces between the combal
ants." .
London, August 16. A special edi

virtually raised."
The Financier says : "According to
private advices from Lyons several
failures have occurred in the silk trade
including one for a million dollars."
AnErzeroum dispatch to the Times
says : "The reports that the Russians
are advancing Irom Ardahan on Otti
are unfounded. There are only six
battalions, two batteries and one regi
ment of cavalry at Ardahan. Four
battalions detached from that direc
