The operations of Mehemet Ali and Sulie- man Pasha are probably too far off to beof use to him.V:'J v ! The limes' Paris correspondent says that the Turkish forces on the frontier are ordered to enter Servia immediate- ly, if she takes part in the war. ' The JJauy Telegraph's Vienna dis patch, Monday night, repeats the ru mor that Usman vfasha was retreatiner from Plevna. There is, however, ab solutely no trustworthy information on this point from either side. " The Daily Hews correspondent, re suming his narrative of the operations before Plevna which he had previously " 3 Jl a - J 1 1 - m carriea aown to xnaay, under dare 01 Saturday, Sept 8th. 5 p. m., says "When the cannonade recommenced this morning, it was not easy at first to recognize that the Russians had gained any advantage tne day before. ; The parapet of the Gnvica redoubt had been a good deal jagged by Russian shells, but under cover of night all of its defects had been made good, and it looked as trim as u never a shot had been fired at it ; but the Russians had during the night gained a large slice of ground m the direction of Gnvica, and a battery of siege guns had been built on an elevation within easy range of the redoubt. At sunrise that battery came into action, the in rear of the ad vanced battery, and sent its fire sweep mg down into the redoubt, which could not reply to the siege battery, the ranee being too long; so it pounded away at the held batteries on the ridge. J3ut the practice was not good and few casu alties occurred. The Russian siege bat tery made admirable practice, at the Gnvica redoubt, which is the key to the position, and instead of spreading their fire, the Russians should have concentrated upon it the whole weight of tbe bombardment. As it is, they may bombard it for a week and after all not succeed in taking it. The as sault was intended to begin yesterday afternoon at 5 o clocK, but owing to de lays the troops were not in position by the appointed time. 'Everywhere now the infantry is in position, waiting for the word. To wards noon the Russian infantry push ed forward in skirmishing order, driv ing back the outlying Turks. The artil lery followed and came into action at short range. 7 The Turkish return fire, chiefly directed at the Russian first line of artillery is very heavy, but lit tie bar m is being1 dene. Jb urtner on the left to the crest of the range beyond Radisova, which was one array of field batteries, the 'tiring, was very heavy, the Turkish shells doing great damage among tbeir gunners 'and falling be hind among the Infantry on tbe eyerse mope ana m -rtaaiBOva. - -,: rAt3 o'clock the Russians advanced towards the Turkish positions and con tinued to fire rather slackly. The fire must have reached into Plevna. "There are no- indications of assault to-day. I believe it will be commenced to-morrow. .The 'Russian Cannon is drawine close around tbe Turkish positions, but the test will not be with the cannon. ' but with the prowess of the men. General Schofield, commanding: at the West Point Military Academy, has is sued orders calling the special atten tion of cadets to the academic regula tions in relation to the treatment of new cadets. He says jt was -believed that "the unmanly practices" denounc ed by these regulations "had ceased to disgrace the corps of cadets, but some recent occurrences show that the real character of such practices is not yet fully appreciated by all ; hence it has become necessary to characterize them in plain terms, For the comparative ly intelligent and strong to take unfair advantage of the inexperienced, to harass and annoy them, is an act un worthy a civilized man, and, much more, unbecoming an omcer and a gentleman. It is the mode in which savages treat those who fall into their power, un tne otner hand, to secure justice and protection to the defense less is the office of the gentle and brave. The honor of the corps of cadets, as well as that of the officers of the acad emy, requires that the practice of un kind treatment of new cadets shall be wholly eradicated. Cadet officers, up- 1 T J 7 " . 1 - 1 on wnom bo mucnoi tne discipline ana high character of the corps depend, are expected to do their whole duty in this respect. Reports from Other Sections Discouraging; Prospects. Memphis, Tenn., Septemberll. The August cotton report of the Memphis Cotton Exchange is derived from one hundred and sixty-three responses, at an, average date oi September Ibi: Five from West Tennessee p fifty-eight from North Mississippi ; forty-six from Arkansas, and nine from JNortn Ala bama. It will be observed, aside from the appearance of caterpillars, that the very favoraDie.weatner wmcn has pre vailed for the past month has mate rially k improved the condition of the Cotton crop. However, it can scarce ly be doubted by any one conversant with its very late and growing condi tion, that serious damage must occur from frost, unless previously cut off byJ caterpillars. Uf the, damage already done by the latter, it is impossible at this early date to form an opinion, as fully twothirds of the responses had been mailed before .their appearance.
