The President will leave on a special car for Richmond early to-morrow. An effort will be made to-day to se cure an adjournment before the No vember election. Should it fail, the prospects are unfavorable for legisla tion until after that event. ' Information has been received from Mexico to the effect that, taking into consideration the necessity which exi ists of giving an impulse to the export of agricultural and industrial products, the President has ordered that it be permitted to foreign Bteam and sail vessels to carry gold and silver coins from one port of the republic to anoth er, so there may be no want of hard cash on board the same. To prevent the realization of mercantile transac tions relative to the exportation of national products, and to ayoid the abuses which may be attempted, the custom houses, on issuing the corres ponding 'permits and extending the respective passes, of which the return pass shall be presented, shall require a bond to their satisfaction from wh o m so ever it may belong, that he may prove within a prudent period indicated, that the amount remitted was destined to the object for which it was sent, with the understanding that the want of this proof, in' its due time, will alone be a sufficient cause for proceeding imme diately to require the payment of the duties pertaining to the amount sent. House The call of States for bills for reference occupied the House for five hours, and the consequence was the introduction of the largest number of bills that were ever presented in one day in the history of Congress. They reached eight hundred and forty-five. They might be classified into some half a dozen prominent eubjects: The repeal of the resumption act; the re monetization of silver ; the repeal of the bankrupt law ; the abolition of the tax on tobacco by producers ; the ex tension of the pension laws of the South ; the repeal of the test oath, and appropriations for works of internal improvements. Among the latter were bills appropriating three millions for the Mississippi levees, and one mil lion for the Missouri river. The com mittees were announced. Wood, of New. FRANCE. The Results of the Second Ballot on Suuday. Paris, October 29. The results of the second ballots, yesterday, so far as known, show nine government candi dates, and two Republicans elected. In three arrondissements the Repub lican candidates claiming they were elected on the 16th inst., did not stand, intending to submit their claim to the Chamber of Deputies. The Republi cans, however, did not attach much importance to these supplemental elec tions, because, excluding three Union ists arrondissements, the above men tioned ten second ballots were render ed necessary, simply by the division of the conservative vote between the op posing Royalist and Bonapartist candi dates, one of whom has withdrawn, rendering the result certain. Compled Espenilles, (Bonapartist), defeated M Gerdin, a Moderate Republican, and a member of the last Chamber for the Chateau Cbinon department of Nieyre, whose candidature Gambetta went to Chateau Chinon to support. Paris, October 29. The Soliel again to-day insists that President MacMa hon or the ministry must resign. There is no other way out of the crisis, Le Soliel says, and it naturally prefers that the ministry should resign. A conservative paper, Le Assembler Nationele, declares it can confirm the statement of the Pays, that the resig.-. nation of the ministry has already been determined upon in principle. London, October 29 Later intelli gence from Paris shows that fifteen second ballots were held yesterday, resulting in the election of eleven of the Conservatives and four Republi cans. By this result the Chamber will stand, 820 Republicans, and 210 Con servatives. Note. The results of yesterday's balloting reported in this dispatch do not admit the claim of three Republi cans that they were elected on the 14th inst., as mentioned in a previous dispatch. TUE WAR. AUGUSTA. Violent Death Fire Railroad Conductors' Eife Association. Augusta, Ga, Oct 29. Winchester Graesom, clerk in the Comptroller's Office at Columbia, S C, jumped from the rear platform of a railroad car, two miles from Augusta, and was killed. A fire this morning destroyed a large tenement house and impaired other property. Loss, $12,000. The members of the Railroad Con ductors' Life" Insurance Association, numbering about 150, spent Sunday in Augusta, and left for Charleston. Mayor Ely, to-day, received an appeal for aid from the mayor of Fernandina, Florida.--The appeal says eight hundred fami lies have to be supported before busi ness can be resumed. They bad on hand $800, and required $7,000 to keep all from starving and supply the sick with necessaries. A Royal Marriage. London, October 29. The reported marriage of King Alfonso, of Spain, to Princess Mercedes, daughter of the Duke De Montpensier, has been fixed for the 23rd of January next. Morton's Condition. Indianapolis, October 29. Senator Morton's condition at 1 o'clock this afternoon, was about the same as re ported last night. The stomach refuses to retain nourishment. Now and Then.
