A delegation rom tne government printing omce had ,an interview with the Printing committee of the House with a view of havibg their wages restored to the old rates. The Letter Carriers' Convention had an informal hearing from the House committee on Postofficea and Post Roads. The delegates were advised to go home by prominent members of the committee, and to rely upon a fa vorable consideration of the army; bill. Harrison was elected chaplain by a resolution. Mr Ellis succeeded to day in having Secretary McCreary order Major Ben yand, of the Corps of Engineers, to ro- move the raft in Ked river, above Shreyeport, and to keep the river open. Secretary lnompsou will to-day or der, at the solicitation of Congressman Ellis, a government vessel to be placed at the disposal of the city of New Or- eans for the improvement of the har bor there. Rev Mr Harrison, chaplain of the House, will, in addition to his duties there, preach at Vernon Chapel, Meth odist Church South. NIGHT DISPATCHES. Confirmations John Welsh, Minis ter to England; Lock, postmaster at Eufaula, and Noble, postmaster at An- neston, Ala. I he senate committee on the Judi ciary had no quorum this morning. he delay is not considered favorable to the committees endorsement of Harlan, as Justice of the Supreme Court. It is stated in this connection that the Senate, in executiye session, has, in every instance, adopted the re ports of the committees without divis ion. In the case of Welsh there were no negative votes. House lhe army appropriation bill again occupied the House to day, and had not made much progress at the adjournment. The discussion took about the same range as yesterday the need oi a strong army to guard the Indian and lexas frontiers and to suppress labor disturbances. Most of those who re ferred to the latter topic deprecated the use of the military for such a pur pose-. Reagan, of lexas, particularly, took that ground, holding that the true way to have peace and prosperity in the country was to repeal the resump tion act, remonetize silver and reduce the burdens of taxation. In regard to the Texas difficulties it was stated by several members, in de bate, that the proper course to auopt was for the United States government to put down the marauders by having them pursued and punished, even on Mexican sou- Phillips, of Kansas, described the frontier Mexicans as a despicable race half Spanish and half Indian, with all of the vices, and none of the virtues, of either stock. All propositions looking to a reduc tion of the army were voted down by a small majority, the Republicans vot ing solidly against them, backed by the Texas members, Lutterell, of Califor nia, and Williams, of Michigan. The orce beyond which the army is not to be recruited was fixed, as in the exist ing law, at 5,000 men. The Herald prints a report ot an in terview wtth Senator Conkhng. Me said : "From the time Hayes came in to office and appointed a Democratic cabinet, the principal labor ot .byarts and the rest has been to withdraw the Republican support from me." The interview makes three columns. Senator Mitchell introduced a bill granting nine years' extension of the time for the completion ot the .North ern Central Railroad. The Vice President named on com mittees to fill the vacancies caused by Morton's decease: Kirkwood, on Jbor- eign Relations, Ingalls, on Privileges and Elections, and Saunders on Rail roads. On motion of Mitchell, who has been acting chairman, Mr Wad leigh was made chairman of the Senate committee on Privileges and Elections, Mr Mitchell taking the second place. The House committee on Jrostomces and Post Roads to-day agreed to re commend the passage of the bill intro duced by Mr Morey, ot Mississippi, providing: for the appropriation or a sufficient sum to pay all ante bellum Southern mail contractors, or their heirs or legal representatives, the bal ances due for the transportation of the mails up to 31st of May, 1861. Telegraphic Briefs. The extensive .carriage works of Charles S Coffrey, at Camden, N J, were totally destroyed by fire yester day. The loss is estimated at $ 105,000, Insurance, $ 82,000. - , Right Honorable Tlnomas $ Owden, Alderman fer Kishopsgate, who was elected Lord Mayor of London last September, was inaugurated yesterday with the usual ceremonies. In view of the entire exemption from sickness and the cool weather, the Quarantine at Pensacola, Fla, has been abolished for this season. Oldshin. Chandler, Fordbam & Jen nings, of San Francisco, have failed for $90,000. They offer torty cen ts on the dollar. John Morrissey is seriously ill, and will have to come South to recuperate when able to travel. ' A Norfolk. Va, dispatch says the British steamship, Venezuela, cleared Thursday for Liverpool, with 3,600 bales of cotton. This is the first ship ment of cotton direct to Jburope - by the recently established line of steam erg. running from that city v to Liver pool. ' - It is reported that Carl Sack, of Eich burg & Sack, Cincinnati, has absconded with 120.000, borrowed money. Eich burg & Sack have made an assignment, ' The Cigar-Makers' Union, of Sah Francisco, deny the recently telegraph ed statement that they will bring any of the New York striking cigar-makers to that city. Inquiry among the Chin ese fails to confirm the reports that any of them are going to New York to take j the places of the strikers. The Sight Will Support MacMa lion in his Conservative Policy. London, November! 9. A Reuter Paris dispatch says : 'Delegates of all he croups on the Kigtit waited unon the Marshal to-night to fissure him that he might count upon a majority in the Senate for an energetic defence Of the country and society' Marshal MacMabon replied : "Your declaration only proves:! was right to rely upon the support of the Senate for a conservative policy, which is, as you know; the only policy I)im able to fol- ow." f The Times' Paris correspondent tele graphs the following: "Some assert that the cabinet obtained an adjourn ment of the Senate in order to wait un til the Chamber of Deputies had de clared valid the election of a sufficient number of members 16 enable it to proceed to business, pthers say -the cabinet have accepted the adjourn ment because it hopes the Chamber of Deputies will meanwhile display such violence as to demonstrate the impos sibility ot conducting the government with it." The correspondent adds : "It is fear ed the I hamber will neither be willing nor able to restrain itself. The debate yesterday was a warm one. A plenary meeting of the .Left last night appoint ed a committee of 18 members with ull powers to act for the party. The committee's deliberations were secret. The committee was appointed in spite of the known opposition of M Grevy and others, who feared it might become violent, and by awakening the memo ries of the convention, furnish the re actionists with dangerous arguments. A special dispatch from Pans to the Pall Mall Gazette says : "President MacMahon was received at the Elysee by General Venoy and Senators D An- gme, LMement, Dimonteolfeir, Delsal and Brain e, who, it is believed, will torm a part ot a new cabinet of re sistance." THE WAR. 'levna in a Critical Condition Monkhtar Pasha Still in Hope. London, November 9. Specials re port that Plevna cannot hold out many days. Osman Pasha's nien are deeeri- jng in large numbers on account of privations and hardships. The Rus sians have a field telegraph line com pletely around Plevna so they cau con centrate immediately on any point attacked. A special dispatch from Pera to the Daily Telegraph says: "Moukhtar Pasha elegraphs- under date of November 6th, that lie still hopes to be able to hold Erzeroum. rle has plenty of ar- illery and munitions ai-d larger rein forcements are on their way to him " Constantinople, November 9. The following telegram is received from Moukhtar Pasha, dated Erzeroum, November 9th, noon: At 4 o'clock this morning the Russians attacked our fortified positions at Azizie. Our troops hghting with great valor, repulsed them and pursued them four or five miles from Erzeroum. The Russians were otally defeated. Our trenches are filled with their dead." Earlier advices received here (Con stantinople) show that before this suc cess, the situation at JUrzeroum was very critical. The inhabitants de manded that the authorities should capitulate, the expected reinforce ments not having arrived, as commu nication with Trebizond was difficult. Terrible Storm. Chicago, November 9. Last night there was a storm on the lake, the sever est experienced this season. . The boat houses belonging to clubs here, which have withstood previous storms, were beaten to pieces by the waves. The Illinois Central Railroad track was torn up for some distance along the lake. Most of the sailing vessels were in the harbor, having been driven in by pre vious accidents.
