It provides for the issue of .$350000,000 of exchequar bills, with which legal tender notes are to be re deemed, and for the issue of three per cent bonds, into which the exchequer billsmay be exchanged at par, the bills to be receivable for all debts, public and private. The bill appropriating $150,000 for a representation at the Paris Exposi tion was discussed, but no action was taken. The committee on Coinage, Weights and Measures, of which Mr Stephens is chairman, heard Mr E T Elliott, of the Treasury Department, and a mn ber pfthe American Meteorlogical So ciety, on the subject before the com mittee. Mr E.iiott gaye the commit tee a learued and elaborate history of coinage, and strongly tavored tne ex isting system of having silver subsid iary to gold. A caucus ot tne Republican benators was held at the capitol this afternoon. There was a full attendance, as the proceedings were expected to be of uncommon interest and importance. Mr Edmunds and the .various other Senators who waited upon the Presi dent, last Tuesday evening, to acquaint him with the general tenor and spirit of the comments expressed by the ma jority of the Republican Senators in the last caucus concerning nis civn service policy, etc, gave to the caucus to-day a verbal account or what oc curred at that interview. They report ed that the President, in response to their statements of the widespread un easiness and dissat:sf '.rtion which had been created am; iig his party friends by his appointments of Democrats to Southern offices, &c, had argued that his, policy in this respect was not prej udicial to the interests of the Republi can party, and certainly was not adopt ed by him from any want of earnest des'.refor the perpetuation and in crease of Republican power and prin ciples. On the contrary it was his ex pectation and belief that the pursuance of this policy would promote a coali tion of the old Whig and various other elements naturally opposed to the Democratic party in the South, and eventually secure six or eight Southern States for the Republicans. All the Republican Senators who were present at the interview express ed themselves to the caucus as being convinced that the; President was thor oughly sincere in thisi belief. They also reported that the President said he was very desirous to be in harmony with the leaders of the party arid was gratified to have had the opportunity of , ascertaining thus, definitely and clearly the views which had been ex pressed in the caucus. Advice and candid criticism would always be wel come to him, and in closing he said be hoped and , believed that , there would be, lees cause for complaint in the-future;- and in any event if there should.be differences of opinion there need be no occasion for ill feeling, and he trusted there would be none. , After the reports,' of wh ich the fore going is a correct, though brief, sum mary, had been made to the caucus, a free- discussion ensued as- to the pro priety apd probable effects of the President's ' policy in case it should be acquiesced in by the Senate., The interchange of -views developed -, an almost unanimous- opinion that . the policy of appointing Democrats to office in'the tsoatn is not wibo or souna, and even those Senators who are most distinctively known as the friends of the administration expressed doubts as to Hon Alex H Stephens, Kx-Gov Smith and x-Go7 Brown, of Ga., endorse a medicine for the throat and longs, and when they do it is pretty good evidence that the remedy must be good for the cure of coughs, colds and long affections.
