Washington, Nov 21.-Col Wicker!1 collector of customs at Key West, has left for hispost. Senate Several private bills were considered, and at 12:20 Conkling subN mitted a motion to adjourn, but at the suggestion of Mr Hamilton he with drew it, and, on the motion of the last named gentleman, the Senate went intOiexecutive session. The Finance committee finished the silver bill and will report it this after noon. It is as it came from the House except that the goyernment shall coin noteless than two, nor more than four, millions of silver dollars per month. House The deficiency appropria tion bill is under discussion. NIGHT DISPATCHES. House The House occupied all day considering the deficiency bill, which appropriates about $1,500,000. The two principal items were to pay judg ments of court claims and the salaries of postmasters. On motion of W addell, of North Carolina, an amend me nt was adopted rendering available for the BtafNservice of the postofnce (carrying the mails on other than railroad and rteamboat routes) $700,000, heretofore appropri ated, but not expended. The amend ment, however, was voted dowu in the House. No further action was taken on the bill. The Senate remained in executive session over an hour, and succeeded in confirming only Wm J Hunter, receiv er of public monies at Hayes City, Kansas. The President signed the army bill and the navy deficiency bill. The secrecy has been removed from the executive session proceedings of the Senate regarding Santo Domi -go. It 13 unknown whether this action is intended to unearth or bury scandal. The report of the Commissioner of Internal Revenue shows an increasf of $1,000,000 in the receipts from distilled spirits. Total ir crease of internal rev enue from ail sources $1,750,000 The product of tobacco and the revenue therefrom is mrgely increased, more especially in cigarettes The habeas corpus case of Senator Patterson was resumed to day and the argument commenced.- It promises to occupy several days. In the Senate this afternoon Mr Conkling, for the Republican Senators, demanded an immediate vote on the motion of Mr Hoar to lay on the table the resolution of Mr Thurman to dis charge the committee on Privileges and Elections from the further consid eration of the credentials of M C But ler as Senator from South Carolina. The Democratic Senators approved this motion, and to carry the matter over until to-morrow Mr Thurman sub mitted another for an executive ses sion, which was agreed to yeas, 30 , nays. 29. Messrs Conover, of Florida, and Davis, of Illinois, voting with the Democrats in favor of the executive session. The House Elections committee postponed the Colorado case util the reeular session. Senate The silver bill was reported to-day. After the executive session Thurman's resolution to discharge the committee on Privileges and Elections from the further consideration of the Senatorial contest from South Caroli na, was discussed to adjournment. The House Elections committee ap nointed a sub-committee, consisting: of Tnrnev. Cobb and Thornbure. on the Florida contest of Finley vs Bisbee. The deficiencv bill that was before the House to-day does not contain the item to defray the expenses of the President's Louisiana commiesion. There was such an item in the bill as originally reported from thecommit- a" J.S 1 i. I i tee on Appropriation b, dui suusequeiii,' lv that bill was withdrawn and recom mitted. and as reported back it omitted all reference to the Louisiana commis sion. It is surmised that this change of mind on the part of the committee was caused by a desire to avoid a text for a political discussion that might be both dilatory and excited. THE WAU. ' FllACE. - . The De puties, by a vote of 297 to 210, parsed the motion introduced by M Betnmont to the effect that in view of the doc trines enunciated by Duke De JJroglie, yesterday, the Chamber being resolved to maintain its - prerogatives , against encroachments, adjourns the discus sion on the validity to the election of M Reille, under secretary of State at .the ministry of interior, until the elec toral abuses committee shall have re ported on his doings relative to official candidatures. M Marcon then urged that as the ministry 1 ad resigned-and no regular government was expressed, the Cham ber ought to adjourn. The Chamber, notwithstanding the protests of the Bight, agreed by 233 to 231 to adjourn until Thursday. In the Bureaux, M Gambetta being asked whether the Left would vote di rect taxes, replied at once that ; that depended on circumstances. The Bureaux have elected the bud get committee. All its members be long to the Left. The attitude of the Chamber of Deputies has created a deep impression everywhere. The Penate to-day adjourned until Thursday. The France publishes a circular of the ministers of finance and commerce, enjoining their subordinates to assist the electoral abuses committee neither directly nor indirectly. London, Not ember 21. A Reuter's -Paris dispatch says the new ministry will not be gazetted before Thursday. It is expected that Gen Grimaudet de Rochaubet will be president of the council, and minister of war; M Batt- bie, minister of instruct ion; M Pouyer orriertier of finance; M Depyer Justice Dewelche, of the interior; M Boneviile, of foreign affairs; M Delome, of com merce; M Demontgoefier, of war; Ad miral, Giguel Destouhes, Marine Paris, November 21 The Kepub- lique Franchise declares that in view of the Senate s pretensions and the Pre sident's refusal to change his policy, it becomes the clear duty of the Chamber of Deputies to refuse to vote on tne budget. The Chamber must save the country. N budget must be voted as long as '.he majority has not a minis try in whom it can place confidence. Lond in, November 21.- Ihe Times h&s a leading article on th French sit uation, whuh concludes as follows: "The Moderate Right of the Senate did not mean to produce the mischief they have occasioned, but the result w before us. The powers of France are ar rayed against one another like army against army. Ihe limes Tans correspondent com menting on the latest list of probable ministers, sas : "Such a ministry must, either resign after its first encounter with the Chamber of Deputies or the Chamber must le again dissolved. In the latter case a virtual coup d'etat is inevitable, as another Chamber could not be elected in time to vote the budget, and the government would therefore have to collect taxes without authorization. Scarlet Fever Breaks up a School Boston, Nov 21. Owing to the prev alence of scarlet fever at Wellsly Col lege the authorities have temporarily suspended the school. A portion of the young ladies have gone to their homes or to the houses of friends, i he bai ance will be provided for by the truso tees. About thirty persons are under treatment for the disease.
