The Finance committee agreed to" report favorably on the renomination of jCien-Bcady-as collector of revenue in Virginia. TMs la significant as a de claration of 'the President's right to renominate. In the case of the Toledo postmaster the President has amended his nomi nation so that the nominee, instead of succeeding himself, succeeds his pre decessor, and, in the meantime, the predecessor resumes. The House bill, providing for the suitable burial of the Huron victims, passed. The Senate then re sumed the deficiency appropriation bill. NIGHT DISPATCHER. Congressman Kmalls, of South Caro lina, is out on bail under a motion for a new trial, and is in his seat. House The session was occupied in voting on the Senate amendments to the deficiency bill The most impor tant one was that appropriating $500, 000 for inland mail transportation on star routes and by stenmboats and all other t han railroad routes. The com mittee on Appropriations recommend ed non-concurrence, but the House decided otherwise, and concurred in the amendment by a vote of 143 to 107. The bill goes back to the Senate on mit or amendments. Hewitt, of JNew York, has been ap pointed on the Pacific Eailroad com mittee in place of Potter, ot New York. Nominations : Henry L Ddge, su perintendent of the mint at San Fran cisco ; Cyrus H Baldwin, collector of customs at Charleston ; Deslonde, post master at Plaquimire, La ; Leland, at Waco, Texas ; Commodore Dan'l Con ner, rear admiral. Senate Conkling offered a resolu tion for a committee of seven Sena tors to inquire and report measures to promote commercial intercourse with Mexico and establish a quiet and peace ful condition of affairs on the border, with power to send for persons and papers. Adopted. Kellogg offered a bill for the estab lishment of a 6tearuboat service be tween New Orleans and various other ports. A vast number of petkions were pre seated allowing women to vote. Maxey, of Tex.js, from the commit tee on Military Affairs, to whom was referred the resolution of the 14th of November, instructing that committee to inquire and report upon a system of delenfeive works tor tne Kio Urande frontier, reported a bill making an ap propriation for the erection of suitable posts for the protection of the Rio Grande frontier. Mr Conover, from the select commit tee on Transportation Routes to the Seaboard, reported favorably on the Senate bill to provide for the survey of an inland water route ana canal trom the Mississippi river to the Atlantic Ocean. The theatres are celebrating the victory by special additions to their usual -programmes. Enthusiastic popular dem onstrations in honor of the Imperial family and the army are being made in the streets and public places, Great crowds are assembled, cheering and singing national anthems. XOth At 7.30 o'clock this morning Gsman Pasha's entire wing of the Turkish army attacked the Russian grenadier cot ps, holding the line of investment on the left bank of the river Vid, endeavoring to force a passage The attack was made with desperate energy, and a portion of the Turkish, troops did in fact penetrate the line of intrench rnents and batteries, but all attemps to break through the positions of -.the grenadiers were in effectual. Up to the present time, it is impos sible to estimate the number of Turk ish prisoners or quantity of war mate rial taken. We only know that everyn thing in Plevna has fallen into our hands. The Russian losses are incon siderable compared with the results ob tained. London, Dec 11. The Times urges that the moment -has arrived when mediation between Russia and Turkey is possible, and that it is to be hoped that the British government will .use all efforts to that effect. London, Dec. 1 1 The latest advices from Bucharest put the number of Turkish prisoners at forty thousand. Osman Pasha ordered a sortie in the direction of Widdin. His valor, which is dt scribed as desperate, is everywhere the theme of conversation. The suf ferings of the Turks in the beleagured town were awful. Cold, disease and famine decimated the ranks and reduc ed the soldiets to living skeletons. To aggravate their sufferings, no doctor and no medicine could be obtained. Four hundred guns fell into the hands of the Russians. The ground which was the scene of the sortie was literally strewn with dead and dving. 0man Pasha himself was severely wounded before h3 would consent to a surren der. There has been an important rise in all classes of Russian securities on the London Stock Exchange, and they maintain great firmness notwithstand- ne the lact that large realizing sales have been thrown on the market. The general tone of the London press, commenting on the fall ot Plevna, is to urge the government to sieze the present opportunity for mediation, and while it may yet not. be too late. The Globe says : It is the duty of Minister Logard to impress upon the mind of the Bultan the urgent expediency of giving weight to pacific counsels before the resouices of the empire are utterly exhausted." Bucharest, Dec. 11. The Te Deum was mne here to-day to celebrate the Russian success at Plevna. Prince Gortschakoff and t he Russian and Rou manian authorities were present. The Czar and Prince Gortschakoff will re turn to St Petersburg in a week. The Czar, after the surrender of Plev na, placed his own carnage ana escort at the disposal of Ocman Pasha. FRANCE. The Bonapartist and Royalist Senators will demand sub stantial guarantees before consenting to the dissolution or the Chamber ot Deputies. All ministerial combina tions are conjectural. Ihe budget is the only obstacle to the second disso lution. Apropos ot the nscal coup a etat on dit in making a dissolution in these circumstan ces th e governm ent proposes to supplv, somehow or other, the ab sence of the budgetj and wnatever that measure be it must set at dehance the constitution and belong to the catego ry of coups d'etat. Among those con temmatii'g this solution, there are some for whom it has a particular at traction, lhes tninK tne nation, at length losing patience, will furnish them so plausible a pretext for one of those acts of repression, in the doing of which liberties perish and dictator ships arise from the blood-stained soil. Others think tne Marsnai graau ally lured down the slippery descent of illegality, will wind up by going to extremities and allowing his authority over the army to be employed for fresh violences against the national will, which will give over France, passive and conquered, to the arbitrary will of a single man. Dissolution ana legality can no longer be connected. But of the hypothej-es from among which one is reduced to select, it is impossible to decide which is tne most likely or what is the final plan entertained. It is. however, evident that the hour of peace has not struck for France, and every day brings additional dangers. THE COTTON CBOh Reports from Alabamannd Mis sissippi. : - Washington, Dec 11. The following was received too late for distribution last night ; I ALABAMA. . - Mobile, Ala, Dec 10. The cotton crop report for November is as follows : Eighty replies have been received from thirty nine counties. The weather during November has been less favor able for gathering the. crop than du ring the corresponding period last year. About three quarters of a crop has beeri picked, and will all be gathered by the 25thi of December. The yield in eleven prairie and bottom; land counties - is estimated at about nine per cent more than last year; in twelve upland counties about the same, and in sixteen upland counties about eight per cent less. About fifty per cent of the crop is reported as hav ing been marketed. MISSISSIPPI. , . . Twenty counties fifty-four replies. The weather is reported as being less favorable than last year.' About sev enty per cent of the crop has been picki ed, and all will have been gathered by the end of December. The yield, as compared with that of last year, is es timated at about fourteen per cent less. About fifty per cent of the crop is reported as having been marketed. Now and Then.
