THE GREAT CASTERS QUESTION. ' ' The Coming Debate in the English Parliament Another Battle Disastrous to the Turks Dis turbances in Constantinople No News from the Plenipotentiaries.'- t ' T London. Jan 29. The press associa tion understands upon announcement that the government would consider the monev v te a vote of confidence. Lords Granvi le, Kipon and Kimberly and some of t he otter opposition leaders hastily conferred together, and ai though no definite reaomtion taken, it is understood that was opposition will Msceptthe government challenge and arraign its whole Eastern policy Lord Harlmgton proposed the pospone-; ment of the debate so as to give the couutry an opportunity to express its opinion. - In the lobby it is expected that the debate will occupy four nights. If the government is defeated, Parliament will be immediately dissolved. But defeat is aimoht impossible. The Cot sedatives are confident of a majority oi fifty. Beussels, Jan 29. The Independence Beige nas the following special from Vienna : "Austria, like otber powers. considers that the peace conditions require great modification as regards the aggrasd eement t Servia and Mon tenegro and the retrocession 'of Bassa rabia." Russia's demands in regard to in demnity are deemed inadtnissable be cause tending to propitiate the occu pation of Bulgaria. Austria will im mediately send a note to the powers on these points London, Jan 29. A special to the Standard, dated Belgrade. Monday, says: -'After a four day's battle, the Turks were defeated near Rutscarnik, by 40.000 Servians The hospitals here are ordered to be prepared for 3,000 wounded." The Times' correspondent at Belgrade says : "it is stated tnat rrince tiatten- bery, son of Alexander f Messe, will be appointed regent of Bulgaria." The limes correspondent, besieged in Erzeroum, writes, Jan 15th : "Ty phus is raging; two nundred and fifty die daily , and ten thousand sick and wounded are in the hospitals." The Daily News saye: We understand that the opposition leaders will meet to-day to consider the form in which tney will oppose the supplementary vote. There is little doubt that the Marquis of Harlmgton will move a hostile amendment." The latest from Athens up to last night, says that order has been re established, but the exasperation of the people is increasing. Their dispo sition is very warlike. Many volunteers are crossing the frontier. The vote of the supplementary esti mates has now become purely a party question, and the; Liberals will contest it as such and accept the result of the division as decisive. The government's position in the division is weakened by lacking the vote ot connaeuce to the que8tionof supplies, because many Liberals who might not nave oeen wil ling to refuse supplies, will not hesi tate to oppose the cabinet on the party question. On the other hand the gov ernment's Eastern policy will be strengthened by a decided majority to sucq an extent tnat iear is aireaay ex pressed in some qaarters that the cabi net will take a hostile attitude, even at the risk of offering Lord Derby's resign nation of the foreign secretaryship. Lord Derby, last night, in opposing Lord Stratbaden's resolution, declar ing t hat opposition to any occupation of Constantinople would not be a breach of neutrality, Very strongly in timated his personal conviction that the temporary Russian occupation of Constantinople would furnish no ground for British interference. . Advices from .Constantinople up to 7 80 last night, say there is no news yet from the Turkish peace plenipotenti aries 'The concentration of Russians at Adrianhple continues.
