The Times' Belgrade corresbondent hears from a diplomatic source that in consequence of the possible complica tions with Austria, itussia has promis ed Ser via a much 'larger cession of territory than is mentioned in the peace conditions, at the same time re questing Servia to keep her militia of the second class under arms, and call out the third class. Russia announces that she would immediately occupy Belgrade in the event of hostilities with Austria. The Servian government is quite at a loss how to decide and are waiting for the return of Prince Milan to Belgrade. A railroad from Danville to Stataa-,- ville, via Winston, would save to the merchants and business men of our fnorn a olnni a n 11 1... AOS nnn year in the matter of freights. This distance is only one hundred and fif teen or twenty miles, and throueh a country where it would 'cost compara tively little to build, at least, a narrow gauge railroad. Situated as we are, we are at the mercy of one road, and are compelled to summit to, any freight tariff that this road sees proper to" make. But if a road was opened as above indicated, we would have from the North the benefit of a competition between the Baltimore and Ohio and the Richmond and Danville Railroads. and going South would have the bene fit of the Air Line and Columbia and Augusta Railroads, as well as the wes tern Carolina road that leads out through Tennessee. The people all along this route are anxious to have the Toad built, and' would subscribe liberally towards it, and a canvass alone the route would secure subscriptions enough to grade the road, and with the aid of convict labor the road can be put through without much trouble.
