The Austrian govern ment firm ly anticipates that the con gress will assemble on that day, but it seems hardly possible that every thing can be ready so soon. lhe chancellor said in the House, that England had agreed to go into the congress. The chancellor also said he could not enter into details, but he might say tnat in tne congress eacn power would maintain liberty ot action. it was not intended that the majority should bind the minority. The royal procurator main tains that seven archbishoprics and seventeen bishoprics, in the former kingdom of Naples, are under the crown patronage by virtue of the con cession of Clement VII to the Emperor Charles V." The Rome correspondent of the Times states that the Italian authori ties notified the bishop of Salenno of his appointment being void, as the patronage of that see is vested in the King, not in the PoDe. - The Daily News has a special from Plymouth, which says : "The Vivian turret ship, built for the Southern Con federacy, but detained by the govern- ment and ever smoe moored in . the harbor, has now been brought to the Davenport dockyard to be prepared for commission; . ?
