Howe- and Why He Speech.. Made His Washington Special to .the Bal imore San, ' 25th. ! Mr Howe is a candidate for re-election to the Senate, his ' term expiring on the 4th of next March. His friends think that his work to-day will make capital for him in Wisconsin, where, it is said, the large body of the Republi cans are dissatisfied with the adminis tration. It is probable that none of the other dissatisfied Republicans ,in the Senate will for the present follow Mr Howe in the open denunciation of the administration. They will rather wait to see the, effect on the country. But it is' believed that a number of them have determined to do so, when, in their judgment, the proper ti'jae arrives. The majority of the anti-administration Republicans in the Senate make no Hesitation in private conversation in declaring their opinion . that the future success of the Republican. party, if not its very existence as a- national organization, lies in an open and com plete separation from the executive.
