Washington, March 29. In the ex
ecutive session motions are pending to
reconsider the votes of rejection in the
cases of Parsons and Reynolds. Dawes
made the motion in behalf of Parsons,
aud Paddock in behalf of Reynolds.
This action holds the nominations in
the Senate indefinitely.
The contract for the mail service be
tween New Orleans and Galveston has
been awarded to J H K Hall, of Washs
ington, at $44,000.
Scburz is still weak but attended the
cabinet to-day.
The Postmaster-General records a
mail route to Price, notwithstanding
the decision of the Attorney-General,
that his wife is incompetent as surety.
Key bases his aetion on the showing
made, tbat the remaining bondsmen
are good for the amount involved.
Secretary McCreery visits Norfolk,
Va, for a few days.
A dispatch received from Collector
Brayton, dated Columbia, S C, March
28, says : "The revenue raiding force,
which left Spartanburg, has just re
turned from a successful expedition on
the North Carolina border, having de
stroyed eleven illicit distilleries, twenty-five
thousand gallons of beer and
mash, aiid two hundred and sixty gal
lons of whiskey."
The excursion from Washington to
Havana, over the new fast postal line
between New York and Cuba, will
leave the Baltimore and Potomac Rail
road depot at 6 p m next Monday.
The party will consist of Postmaster
General Key, Second Assistant Postmaster-General
Brady, and other offi
cials of the Postoffice Department,
and Senators Hamlin, Conover and
Kirkwood, of the Senate committee on
Postoffices and Post Roads, and seve
ral members of the House committee.
Two Pullman coaches will take the
party direct to Cedar Keys, Florida.
From there one of the steamers of the
new line between Cedar Keys and Ha
vana will convey the company to the
latter city, stopping at Key West for a
short time.
In the House, Eden, chairman of
the committee on War Claims, report
ed back the bill appropriating $420,
000 for the payment of claims reported
as allowed by the commissioner of
claims. Passed.
A mass of correspondence regarding
the capture of the Virginia and the
"massacre of her crew, including Gene
ral Ryan, has been sent to Congress,
closing with the announcement of the
death of Burrel, who ordered the exe
cutions.
The national bank circulation in
creased nearly a million, inyolving
the destruction of three quarters of a
million of legal tenders.

London, March 29. The Standard
has the following from Constantinople:
''It is thought that.Safvet Pasha will re
quest England to withdraw her fleet,
as Russia and Turkey are now allies."
The Hmesin a leading article says :
"Russia has adopted an utterly inde
fensible attitude, and unless she with
draws it, it may be necessary for us to
be prepared to fully assert our rights."
A special from Portsmouth to the
limes says orders have been received
at the dock yard for the immediate
preparation of all troop-ships belong
ing to both the Indian and imperial
governments.
The Daily Telegraph's telegram from
Vienna says it is untrue that Count
Andrassy informed SirSlliott that
Austria would remain neutral in the
eyent of an Anglo-Russian war. Things
looked very favorable to Russia at the
commencement of the week, but have
now re assumed an uncertain aspect.
Count Andrassy shows no disposition
to yield to the persuasions of Gen Ig
natieff. The latter only speaks of the
explanations, not of the concessions, to
be made by Russia.
London, March 29. Sir Stafford
Northcote, replying to Lord Harlington
in the House of Commons, said the
distribution of the congress correspond
ence is delayed owing to the dissent of
some of the powers to its publication.
Nothing yet has been received. He
hoped, however, it would be in the
hands of the members to-morrow. The
whole importance thereof is Russia's
reply which was read yesterday. He
also said he hoped the Queen's message
regarding the calling out of the reserve
would be communicated on Monday,
and be discussed on the Monday fol
lowing. Since this is the first time
that this step has beeen taken, it is de
sirable to ascertain the most correct
mode of proceeding.
London, 4 p. m., March 29. The
statements in Parliament yesterday
evening, caused a great depression on
the stock exchange this morning. At
certain periods the markets were in a
panic. The fall of prices is general
and there is no recovery frptn the low
est point touched. The greatest fall is
in Russian andHungarian securities
the former 3 to of, the latter 2 to 5 per
cent worse than at the close last night.
St Petebsburg, March 29. The
Agence Russe says : "The version of
Prince GortschakofTs reply which ap
peared in the Daily Telegraph, Thursday
morning is wholly inaccurate. Russia
does not maintain the right of vetoting
the discussion of the terms of the
treaty outside of European jurisdic
tion. Prince Gortschakoff has main
tained throughout for each member of
the congress absolute liberty to discuss
every clause, and algo perfect freedom
of opinion anchiecision Lend Derby's
resignation has caused no surprise in
official circles in bt Petersburg, where
it was expected."
