The Bulletin says : "As yet but tew applications nave been made to cover war risks on Brit ish and Russian hulls and cargoes and no uniform rate has been fixed. Yes terday on British vessels which sailed from New York to Cork for orders, the rate was f to J percent. Mediterranean to New York vice versa, per cent, on steamers, and $ per cent, on sailers, all British. As the marine insurance of fices stated, the inquiry mainly comes from bankers, and insurances have been effected at their request within the past few days to cover letters of credit for the purchase of goods in the Baltic, French and Mediterranean ports at I per cent by steam and J per cent by sail. For the mil range of the Baltic, of 1 per cent. The Atlantic, Great Western and Pacific Companies report but little inquiry and the rate generally asked by them is from i to 1 per cent., covering long averages. MUNICIPAL ELECTIONS. Chicago. April 3. The election was quiet. Out of eighteen wards niteen are heard from. In these the Demo crats elect nine councilmen, the Re publicans five, and the Communists one. Minneapolis, Minn, April 3. Light vote at the charter election yesterday. Rand, Republican, was elected mayor over candidates of the combined JJem ocrats and Workingmen, by about 300 majority, and Hill, Republican, as comptroller, by over 1,000 maiority. Austria Appears to he Able to Say Peace or War A Diplomatic Dodge to Prevent the Humiliation of Russia-Wild Beports of the Movements of Bussian Troops. London, April 3.--A Times' St Peters burg dispatch and advices from Berlin and Vienna mention some indications that Russia might desire to renew ne gotiations for the Congress, taking the treaty ot iraris as a basis of dissension. A Belgrade special to the limes says: It is reported that the Servians by command of Russia'will shortly occu py Widdin and Adikleh. The feeling in Servian government circles inclines to Austria rather than Russia and wil- ingness is even expressed to make a military convention with the former. The news from St fetersburg as to the re sult of Gen IgnatiefFs mission here, which will to a great extent settle the question of peace or war, is hourly ex pected. It is not probable that Iena- tieff will return to this city. Lord Salisbury's circular has increased the riendly disposition here towards Ene- and. Germany is doing everything possible to revivethe congress scheme. lne lelegrapns correspondent at Fera understands that the Austrian em bassy there received a dispatch to the effect that Austria must support En go and 's demand tor a lull discussion of the provisions of the treaty with a view to some important modifications. This morning's news shows little change in the position of the Eastern question. As Gen Ignatieff only arrived at bt .Petersburg from Vienna yester day eyening, the effect of his communi cations is yet unknown, but a special dispatch to the Vienna Fremdenblatt , rom Berlin and a dispatch from St Petersburg to the London Times state simultaneously that there are some grounds for expecting a renewal of the congress negotiations on the basis of proposals by Prince Bismarck, that the powers be invited to meet to revive the treaties of 1856 and 1871. The identity of this news in time and char acter from two capitals, where it would certainly be known first, has given more hope of its correctness than form in which the statements are made pub lic. The limes' ot Petersburg dispatch gives the news very vaguely and the Fremdenblatt s telegram merely says that such an idea is being ventilated at Berlin. The matter is in itselt not im probable. Such an overture from Ger many would spare Russian suscepti bilities, and the congress, instead of ex amining the successive articles of the treaty oi San Stefano, might take the clauses of the Paris instrument as the starting point of the discussion and de termine how much thereof may be come obsolete by events, and what should be put in its place. Such a course would enable Russia on the discussion of each article of the treaty of Paris to bring forward the stipula tions of the San Stefano treaty and de fend them as the most suitable substi tutions for corresponding clauses of the act of 1856. No authentic information of such proposal has yet been made from any side, however, and the Agence Russe yesterday, it must be remember ed, after stating that Gen Ignatiett s mission has not failed, as he was sim ply instructed to give and receive friendly explanations, said, relative to the attitude of England, "Russia cannot do more to facilitate tne meeting of the congress and her means of persuasion cease at the point where care for her dign i ty " comm ences. It is i m probable that Russia will take any step or come to any decision until Gen Ignatieff has reported. LiOndow. April 3. lhe stories in a Constantinople dispatch to the Vienna Political Correspondence, that tbe Rus sians have commenced a fresh move ment towards Gallipoli, and that the troops to north of the Balkans are be ing moved nearer to the Danube, and in a Constantinople dispatch to the London Standard, of demands for the abandonment to the Russians of a num ber of Turkish positions, including the fortifications on both sides of the up per Bosphorus and Gallipoli and Bou faie. are highly improbable. Such ac tion on the part of Russia would not merely precipitate war, but be wanton and unnecessary. There is said to be in Constantinople a regular manufac tory of these irritating statements, for the purpose of provoking England and Austria against Kussia. London, April 2. me Vienna pa pers, commenting on Lord Salisbury's circular to the powers, say that AuS' tria and England are agreed regarding his lordship's criticism on the treaty of San Stefano and the steps necessary to protect the interests of both States, andexoress the conviction that only bv the deference of Russia to his lord ship's views can war between England and Russia be avoided. The Fall Mall Gazette this afternoon nrints a special from Berlin, which says : "A Russian reply to Lord Salis bury's circular is preparing. JPnnce Gortschakoff, the Russian premier Hftvs he is anxious to issue it as soon as noesible. in order to remove the unfa vorable impression produced by the Rntrlish circular." : : The Russian ; newspapers complain nf the increasing hostility Of the Ron manians. The latter are said, to be hindering the passage f the Russian provision columns through their. coun try ,? and to have threatened to forbid y altogetner. .-., The Times. - in a leading editorial says : "The main point in the present posture of affairs is that Austria and England are as one in their views of the treaty of San 8tefadO, and of the only means by which, without war, it can be brought into harmony with the claims of the other powers. Public opinion in Europe is with them, and if they act together with firmness and loyalty, Russia may be induced to withdraw from her position, which would then be obviously untenable." Q The Manchester Guardian has a dis patch from Salonica, saying : "The English consul is engaging interpreters knowing the Greek, Turkish and Eng lish languages.'' A deputation of the National Liberal party to protest against the attitude of the government, express disapproba tion of the calling out of the reserves, and to proclaim the desire of the Libe ral party to save Great Britain from the shame and .misery of an unjust war, were met at Westminster Palace Hotel this afternoon by Lords Gran ville and Hartington. The deputation numbered abont five hundred repre sentatives from all parts of the king dom. Mr Jos Chamberlain, member of the House of Commons from Bir mingham, presided, and Mr John Bright introduced the deputation to their lordships. Lord Granville, in addressing the deputation, said he re quired no stimulus to adopt a course likely to prevent the country from be ing dragged into a war which neither her honorable engagements nor nation al interests demanded ; but it would be deceiving themselves and Russia to conclude that the opposition could prevent tbe government from going to war if it was bent on a warlike policy.
