If he had such information it would be for each to. determine whom ha thought more creditable, Gortschakoff or Ghiki. The bt Petersburg correspondent of the 'limes says: "The belief that Germany is abandoning her strictly passive attitude is rapidly gaining ground here. It is said that Prince Bismarck evidently in tends to use his influence in favor of peace. It is supposed that the negotiations br'a congress will be re-commenced on some new basis. No answer has yet been sent to Lord Salisbury's circular. Vienna, April 9. The official Abend Post says the latest St Petersburg news is considered to indicate that .Russia expects a proposal for compromise from some quarter. London, April 9. A dispatch to the Times from Vienna says that despite the reassuring)Utterances of the Russian semi-official journals, the presentation of a written statement of Austria's views, which followed Gen Ignatieff's return to St Petersburg, seems to have produced an unfavorable impression there. A report is current in Vienna that ince Gortschakoff has no tied Aus tria that he has postponed his answer o her demands until England has formulated her "counter-proposals so that he may be able to reply to Austria and England simultaneously. The stock market was quiet yester day, but prices in the foreign depart ment were upheld by quotations irom the continent. The Russians at one time touched their highest point Bince Lord Derby resigned the foreign secre taryship. It is rumored in some quar ters that continental prices are sup ported by a combination which is en deavoring to negotiate a new Russian oan. One of the members of the Ber in banking house of Mendellsohn was in Paris yesterday seeking the co-operation of. Paris financial houses, to place about three hundred million francs more. Several Paris dispatches state that Herr Mendellsohn returns to Berlin unsuccessful. The government's measures are supported by' a ' large majority in Parliament. The whole language ot the ministers was moderate concern ing the purpose of those measures, and hopeful of the ultimate success of the diplomatic efforts of the powers. The most interesting and important part was Lord Derbv'a statement. This showed the difference between Lord Derby and his colleagues to be of longstanding and affecting the sub stance of their entire Eastern policy. Lord Derby disapproved of the early summoning of Parliament and the date ultimately fixed was a compromise on the proposition that Parliament should meet even earlier. He disapproved so strongly of the vote of credit that he temporarily retired from the cabinet and for forty-eight hours his resigna tion was in Lord Beacousfield's hands; but now it is'not the calling out of the reserves which induced him to resign. There are other reasons, but what these other reasons are he cannot divulge until the propositions of the govern ment from which he dissented are made known. It appears, therefore, that the government has come to some resolu tions which at present axe held in re serve. While the government has held from the outset that Russia cannot liberate herself from existing engage ments without the consent of other contracting parties, Lord Derby at taches little importance to the neces sity of requiring from her a formal ac ceptance of that principle. He recog nized that if the congress Bhould meet such a principle- mu6t be laid down, but he does not emphasize it as a pn inarv requisite for a final arrangement of any kind. . The Pall Mall Gazette, in a leading editorial article, in view ot the factious ODOosition which, not daring to move hostile re solutions, seeks to hamper the gov ernment by such speeches as Lord Granville's, Lord Derby's, the Dake of Argyle's and Mr Gladstone's, calls up on the government to dissolve Parlia men) and thus terminate the anarohy which has partially paralysed it during the last two years. In the House of Commons. Sir Staf ford Northcote, chancellor of the ex chequer, again stated that the House would adjourn for the Easter recess on the 16th inst.. provided the pending de- bate on the address of the Queen was concluded to-night. A .Berlin diHnatch to the Pall Mail Gazette says : "Notwithstanding the favorable reports in the Berlin press, there is reason to believe that M Br a tiano, the Roumanian premier, was dissatisfied with the results of his visit here. Germany has declined to use direct pressure upon Russia for the withdrawal of her claims to Bessara bia. New York, April 9. Ex Governor Moses, of South Carolina, who was arrested on a charge of forgery, was be fore the bupreme Court to day on a writ of habeas corpus. The case was adjourned till to-morrow, to give the district attorney time to nrenare his return to, the writ. The district attor ney has received a dispatch from Al bany stating that Governor Robinson had granted a requisition-and an offi cer having the papers in charge was on his way to New York.
