The Troubles Between the English Mas ters and MllLOperatlves. London, April 16. The Preston Guardian says it is reported that the strike of the cotton operatives would stop 57,500,000 spindles in one district and 1,500,000 in another. The London Times says the feeling of both masters and men is becoming stronger.- A meeting of masters at Burnley, held last night, resolved to co-operate in en forcing the reduction of the operatives' wages. The card room hands at Black burn, yesterday, after hearing the re nortofthe deputation which inter viewed the masters, unanimously re- solyed to resist the reduction. The weavers' association advise that the masters be requested to withdraw the notices of a reduction, when the wea vers would continue work. Constantinople, April 15. Tne Kussians have occupied Sbumlai The limes St Jretersburg correspond ent says the English and Russian cabi nets have had an amicable eemi-ofhcial interchange of views; Both, however, while expressing peaceful intentions, adhere to the positions which threaten war. The Times' Berlin special says pre parations are making in Russia for the organization of a general levy. Pass ports will only be issued to persons over 4b years of age. The Vienna correspondent of the Times says according to Berlin advices Germany will only really attempt pa cific intervention when all is prepared on both sides so as to insure almost certain success. The first step in the direction of mediation seems to have been obtaining some authority to un dertake the task, and all these prelim inary difficulties seem to be overcome. Those in position to know seem to have much more confidence in the meeting of the congress. The absence of news regarding the crisis depressed the stock markets yes terday, and1 prices oscilated violently on comparatively light transactions, In official quarters and at the clubs the feeling is equally despondent. Before the adjournment of Parlia ment for the Easter recess, Right Hon Wm idward Ifoster, Liberal mem ber for " Bradford, - will V probably a sk Sir Stafford Northcote, chancellor. ot the exchequer, in the House of Com-1 mons, for the latest information - con cerning the negotiations. " This morning's news from St Peters burg is not calculated to increase con fidence. The fact that the cabinets of London and St Petersburg resorted to semi-official intercourse seems to indi cate that official expression would on ly have intensified their differences. The result of the interchange of views is not hopeful, Russia substantially repeating her former answer and Eng land re-atnrming the point originally laid down by her. The reports of an Austro-Russian agreement under pressure from Prince Bismarck on the former, is denied by Count Andrassy's friends, who declare that Prince Bismarck's attitude, as be tween Austria and Russia, has been one of entire neutrality, he well understand ing that Austria urged the minion urn, not the maximum, of her objections against the treaty of Han Stefano, and that hope for a margin for mediation is exceedingly narrow. All reports about Russia having sent reply to Austria's objectionare con tradicted from, the same source. In other circles in. Vienna it is stated that the Emperor and military party . are stronger than Count Andrassy, and will not support his anti Jtustdan policy. Among large classes of Austrians the belief is said to - prevail that Austria has nothing substantial to gain by either peace or war, because Hungary would resist tne annexation or tu e Slav countries, but that action would be forced on the monarchy if the Rus sians, attempt to disarm or occupy Roumania. Prince Bismarck's reported answer to M Bratiano, the Roumanian' prime minister, is confirmed by a statement in yesterday's Nord Deutsche Zietung, of Berlin, which was as follows : "M Bratiano must have known before his arrival here that Germany is not dis posed to subordinate her own relations to Russia to a regard for the wishes of Roumania in the Bessarabia question, which does not touch German interests." Pro-Russian advices from Constanti nople says the situation is strained to the utmost. Grand Duke Nicholas is much depressed and the impression prevails that affairs are surely drifting to war. This is considered a conciliatory step.'' In the Commons this afternoon Sir Stafford Northcote. chancellor of the exchequer, replying to an inquiry said: "The situation is an anxious one, but nothing has occurred: fo aggravate it or to diminish the hope ot a satisfactory arrangement.
