Since' the opening of the present po litical campaign a great deal of curiosi ty has been manifested as to Mr. Hayes' position in regard to political assess ments. Along with his other civil ser vice reform pretensions; he opened hisr fraudulent presidential career with pret ty strong condemnation of the practice of requiring office-holders to bear the expenses; In the ' speeches delivered, and the interviews with favorite or ganswhich he publishedi he denounc ed the custom in such fyigorous lan guage as to offend the olt:paTty leaders who had endorsed and encouraged it. He took broad ground against anything in the I nature of political assessments, and maintained his position so strongly as to cause his party managers a good deal of uneasiness when the campaign did open. The first act of the - Kadical congressional committee was to appoint a sub-committee to wait on Mr: Haves and ascertain just what stand he pro-J posea to take on tnis supject. Tne par ty leaders realized that their hope of funds for a most important campaign depended upon assessments upon of ficers and employes in the government service. The sub-committee, consisting of Senators and members of the House, called on Mr. Hayes and reminded him that the future existence of the Kadical party depended upon carrying, the next House, and that this could not be ac- complished without money. They urged that the persons who had . been, given official positions by the party.1, ought justly to contribute to'itk success ;t)e cause they had something at stake. Hayes yielded and said he had no ob jection to voluntary contributions; he intended to contribute liberally . him self, and hoped every officer and em ploye in the public service, would do likewise. The Kadical campaign man agers were elated at this back-down of their civil service chief, and his words were printed and liberally circulated through all the departments. Secretary (Jorham chuckled and estimated Hayes' forthcoming contribution at $5,000, while the two or three newspapers which had taken stock in civil service reform abused the acting President for having abandoned his high moral platform. The campaign opened, progressed and became rather warm in spots, but still Gorham received no check from Hayes. By way of reminder, the "organ" pub lished numerous interviews with tror ham and Charley Foster, stating that the liberal contribution had not been received yet, but no doubt it would be presented as soon as the committee was in need of money. The acting President pursued the even tenor of his way and ignored these hints. Finally some of tne ampaign managers fell to criticis ing Mr. Hayes f pr his apathy and indif ference, but nothing was heard from him on the subject of assessments. At last the Post is enabled to enlighten a curious public on this all-important question. Yesterday, Col, Rogers, the distinguished private secretary, said that Mr. Hayes "does not believe in forced assessments, but where the as sessment is voluntary he does not think them improper." There is the civil ser vice platform laid down in Col. Kogers' concise style. As to Mr. Hayes' own contribution to the political fund, he has "given noth ing, and will give nothing in aid of strict ly partisan contests, but since the cam paign opened, he has privately given aid (money) where, in his judgment he thought it would do good by helping to elect a good man." Mr. Hayes is deter mined to continue this policy during the canvass; he will privately put his money where it will do , the most good. Gorham may as well strike from his private book that $5,000 he had put down for Hayes, for he won't get a cent from him. Perhaps, if the secretary of the Kadical committee will take the trouble to look up these private sub scriptions to elect good men, ne win discover that Hayes nas concluded that not A single "good" man is running for Congress. , '- 1 i Ranis' Slow Time in St Louis. St. Louis, Sept 27. The first event at the race course to-day was a trot by Kar rus against his own record, which was a tame affair, no enthusiasm being ex cited, and scarcely a cheer , greeted the great horse. The first heat was trotted in 2 20, second in 2 :15, and the:, third in 2 'XlVi. The slow time is accounted for by the chilliness of the day, the air being raw and cold, and tne tracK, to use a turf phrase, was in a cup and a slip condition, making it from two to three seconds slow. Spain was much disappointed with the result, and it was announced that he would make another trial oh Monday, if the weather and track were good. Environed with Danger.
