Fire Department Election.
Xext week the companies composing
the Charlotte fire" department will hold
meetings t(? appoint delegates to a con
vention to elect officers; of the depart
ment for the ensuing year. This con
vention is to be held the third Monday
in April. The companies usually in
struct the delegates as to the vote, so
that the oflicers-of the -department will
be known within the next ten days.

Five or six months; ago a man named
Hiiam Norton committed a murder in
Richmond cotintv and fled the State,
and his whereabouts has been from
that time until recently concealed.

requisition from the Governor, and
committed to jail.: He went to Wash
ington soon after the deed was com
mitted and settled on a f anm where he

deny the killing but maintains that he

Col. Julian Allen, a Northern trpn-
tleman, who left Brooklyn about three
ears ago and settled on a tarm near

of energy, and has had a large experi
ence m the manufacture of tobacco,
particularly in cigarettes, and his enter

much pleased with his residence in the.
South, and recently published a letter
in a New York paper, which was re
produced in The Observer, substan
tially reiterating 4 the sentiments ex
pressed in the findings of the Northern
settlers' convention held in this citv. It
is to men of such intelligence and en
terprise tnat the State must look for
the benehtstobe derived from immigra
tion.
Railroad Notes.
President Wilson gives notice of a
meeting of private stockholders of the
Western North Carolina Railroad, to be
held at Newton, on the-4th of April.
A Washington letter explains the re
cent reduction of the force of route
agents. It says: "Thirty-one railway
postal clerks and route agents have
been discharged, and forty-five more
will have to go in order to reduce the
postal expenditures within the appro
priation for the current year. There
are now 1,200 miles of railway without
route agents, and this will be largely in
creased on tne last or April. .
Commissioner Polk's Hand-Book of
North Carolina says that "notwithstand
ing the long dark years of adversity
through which we have struggled, much
of the 1461 miles of railway now in
operation in the State has been built
since the war, and projected lines cover
the face of our territory as a net work
flourishing towns and villages have
been built; and half the 54 cotton fac
tories in operation have been erected
since the war."
Another Charlotte Inventor.
Mr. W. J. Orr, late with R. M. Miller
& Sons, in this qity, has: quite a-turn for
invention. He has invented and pat
ented a cotton tie, a die for effectually
destroying stamps on tobacco boxes
and whiskey barrels, and one or two
other articles. Hislast invention, how
ever, seems destined to become more
prominent than any vet patented. It
is called " A dust excluding and car
ventillating window," and has been
seen by the editor of the Rock Hill
Herald, who says it " is an ingenious
contrivance made of strips or bars of
glass, arranged in a manner almost sim
ilar to the slats in a window blind, and
moving in much the same way. their
position, however, being vertical. Light
and air are not interfered with, while
dust and cinders are excluded. The in
vention, if entirely successful in its ap-
Slication, and we see no reason to
oubt it, will place the traveling world
under great obligations to Mr. Orr, for
of all the annoyances experienced by
the railroad traveller, none can com
pare to those which proceed from dust
and cinders. "We hope, no less for the
comfort of the public than Mr. Orr's
gain, that his invention may prove in
practice what is claimed for it in the
ory.

state that the Wilmington Light Infan
try, of which the late Mrs. W. ii. n.
Gregory, of this city, was a regularly
enrolled member, met W ednesuay mgnt
and made arrangements to have the re
mains met at the Wilmington depot
yesterday morning at 11 o'clock, when
they arrived from Charlotte, by a de
tachment ot the company. As is well
known, Mrs. Gregory was a native of
Wilmington, a daughter or the late K.
F. Brown, Esq., of that city, and the
story of her adoption by and connection

For some time a controversy has been

Samaritans, as to which has the legal
right to exist Two officers of lodges
under different organizations, Lynn, of
.Wilmington, and Alexander, of Char
lotte, met at the court house in Wades
boro last week, says the Herald, in the
presence of a large crowd. Lynn is a flu
ent talker, but Alexander seemed to sat
isfy the darkies that his was the lodge."

you got out, of the woods, in Sunday
morning's issue of Tub Observer,
when you spoke of the economy of the
present city f administration ? Why
didn't you elucidate, by telling whrein
the economy V Did you give any figures ?
Did you tell how much has passed
through the hands of the administra
tion, and where it went? how much
of the old debt has been retired, and
what great permanent improvements
have been made besides cleaning out
the ditches semi-occasionally ? Come,
nuw, wuzen, you nave made tne as-
-sertion of economy ; make it good with
figures, and don't give us any "consoli-
dated -contingencies:" either, but let m
have a full, itemized statement of all
receipts and expenditures. Begin bv
telling in detail what amount of taxes
went into the city marshal's hands, and
what amount of money he has collect
ed from listed and unlisted taxes ; fines
and all other sources, and paid into the
city treasury; and last, but not least,
how this money has been expended by
the city fathers, during the fiscal year.
And you can go a little further, "Citi
zen," and tell the tax-payers how much
His Honor and the marshal get outside
of their salaries in the way of perqui
sites from the mayor's courts, in the
way of thaf little dollar and a quarter
cost, which is levied for their benefit
on all convictions. This would throw
some light on the pay of those offices.
The county officials are required to, and
do give an itemized statement in detail
of all receipts and expenditures passing
through their hands. Now let the city
officials imitate their example, and then
the tax-payers, whose money they han
dle, can each see fqr himself the dispo
sition made of his money.
These are pertinent questions, and a
great many tax-payers would be pleased
to have them answered.
Pro Bono Publico.
They had a walking match

a long-legged clerk. He took the streets
of the city, and tried to walk two miles
in twenty minutes. The Sun says at
the end or the V miles, they found it
necessary to push him up eyery once in
awhile. The excitement was red hot

yards further they were carrying him
along, and before' another fifty vards
was reached, he had fainted in their
