Special to Baltimore Bun. ' t JaS Important bill. Washington, April 1 The follow ing bill, introduced in the Senate by Governor Whyte, lias gone to the com mittee on the judiciary. The bill is an important one and when reported will no doubt give rise to much discussion; Its purpose is to prevent a recurrence of such proceedings as those of United States Judge Jttyes, of Virginia, which have been ; the subject of so much com ment. Under the precedent set by Judge Rives,! if followed ; by United States judges in other, States, great em barrassmeni and dangiji; might ensue : ?A bill, to limit removals of causes from State courts to Federal courts. "Be it enacted, by the Senate and House of Representatives of thp United States of America in Congress assem bled, That no prosecution for any crime, felony or misdemeanor, charged to have been committed against the laws of any State, begun and pending in any State court, shall be removed for trial to any Federal icourt; Dor shall any Federal court tfy and determine any such prosecution; provided, however, tb.at a final judgment in any such prose cution in the highest court of a . State in which a decision in such prosecution could be had may be re-examined, and re versed ox affirmed in the Supreme Court of the United States, upon a writ of er ror, as fully and in the same manner as is now allowed by law. M Sec. 2. That sections 641, 642 643 and 644 of an act entitled 'An act to re vise and consolidate the statutes of the United States in force on the first day of December, Anno Domini, one thous and eight hundred and seventy-three,' passed at the x orty-third Congress of the United States, and all other acts and parts of acts inconsistent herewith, are hereby repealed. THE SENATE JUDICIARY COMMITTEE. Senators Thurman and Gordon made their appearance in the Senate chamber to-oay. Gen. Gordon was sworn in tor his new term cf six years. Both he and Judge Thurman have been quite pros trated by their recent illness, but they expect now to recuperate rapidly. There is some business of importance await ing the consideration of the committee on the judiciary, and "as soon as he feels equal to the task Jndge Thurman will can the committee together. The pres ent judiciary committee will undoubt edly be one of the ablest if not the ablest ludiciary committee that the Senate has ever had. Mr. Bayard takes a place on it for the first time since he came to the Senate. THE LOUISIANA LOTTERY SCANDAL. A letter from New Orleans says that the recent approval by Gov. Nicholls of the bill to repeal the charter of the Lou isiana uottery company has been the means 01 reviving a good deal or the scandal which was afloat at the time the Packard government went down. Une bit or this scandal is to the eirect that the lottery company spent $40,000 m paying members or the iacKard leg islature to desert to the other side, with the bargain that the ' Nicholls govern ment would protect the lottery compa ny in its franchise. Such facts as these, if proved to be correct, would exert a great mnuence in determining the Kel logg case in: the Senate. . FUTURE FINANCIAL POLICY. The Senate finance committee has not yet had a formal meeting to consider legislation; although a number of bills bTeferred"to ffittST ; w-RaVarf1'o vipws trr s wpII tor Bayard's views are1 so1 well known that it may be safely set ijowh that his influence will be exerted against any 'action' that may tend to attest the rap idly approaching restoration or conn dence in business and financial circles. C.) Reporter. The president of the Cheraw & Ches ter Railroad has contracted with Messrs G, A. Denning & Co., of Augusta, for building the .piers of the bridge at Fish ing creek.
