That; two hundred and eighty poands avoirdupoise weight shall be a barrel of tar. Sec. 2. That . hereafter tar shall be sold by weight," at the rate of two hun dred and eighty pounds to the barrel, underjhfe sante rifles that apply to tur pentine" aV to excess of weight. Sec, 3. That'll any person shall sell or buy tar in any other manner than, by weight, such person so offending shall pay five dollars to any person in forming, to be reserved to the use of the person informing, before any Justice of the peace having -Jurisdiction of the place of contract, upon written infor mation supported by affidavit: Provi ded, it shall not, apply where tar is sold in less quantity than one barrel. Sec 4. That all laws in conflict with this act are hereby repealed. Sec. 5. That this act shall be in fore from and after its ratification. Ratified the 7th day of March, A. lira. A Growing Town The Temperance Cause Dedication of an Academy The Speeches of the Occasion. Whttaker, S. C. April l, 1879. To the Editor of the Observer: "Have you been to Whitaker in the last week or. two r? is a question fre quently asked. The place is growing out of its very stocking ffeet. Judging from the sale of lots, the buildings go ing up, and the trade increasing so rapid ly, Whitaker-will be one of . the most thriving places on the Air Line Rail roads Whitaker has now two liquories. The temperance cause needs stirring up. It is true the postoffice is in South Caro lina, still, it is all Whitaker placed just on the line, where the South and the old North State.can meet occasionaly and have a hand-shake, and a talk about old times, and the olden time statesmen. A large and respectable audience as sembled at Whitaker on Saturday, the 29th ult, on the occasion of the dedica tion of the male jjacademy. Kmgs Mountain Was well represented, and lent Whitaker an address by Capt. Bell. I have never been more pleased, cer tainly never more agreeably entertain ed. His address was chaste, appropri ate, and truly, eloquent; and I have heard but one opinion, and that one was most favorable. Capt Bell said "men sometimes mistook their calling; some preachers should be following the plow ; there are lawyers that should be mer chants." It may be possible that there are lawyers who would make excellent wig-blocks, and skillful physicians whose knowledge extends no farther than writing death warrants in Latin. On the same principle of reasoning may I not be allowed to presume that the Captain is in the vfrong pete, and if some good accident, jjould happen to drive him from the professor's chair, into some good talking cause, I could smile in my sleeve, however long a face I might put on ati bis misfortune. The Rev. Mr. Hudson, of Shelby, made a good talk, which for strength of argu ment and beauty of illustration, I have rarely heard- surpassed, Addresses made by the smaller fry were very ap propriate. State Line Academy is grow ing in public estimation daily, and I trust it is never out of place to congrat ulate the principal upon a good school well patronized. A special telegram from Norfolk to the Philadelphia Record, of Monday,' says : , Arrangements have been per fected for an inter-State cocking main between Pennsylvania and Virginia, to take, place here April 7, 8 and 9. The main will be fought under Philadelphia and New 'York, rules. One hundred dollars rests on each battle rand 81,000 on the odd fight Twenty-five birds will be put up by each side. Atlanta, April 2. Through freight, rates to the North are reduced one half and are ' still1 falling. Commissioner Powers has declared all rates off, as they were freely "Violated. Lines are fiercely fighting the new rates made for nearly all Southern cities. There are charges ofunfairnes8 freely exchanged, and a meeting will be called to try to restore rates.
