T6 the Editor or The Observer
An aged gentleman, with an unwa

which Mecklenburg holds to the. origin J
of tne nrst aeciaraiionoi luutJiwwucjic,
approached me to-day and said, with
pmnhasia and enthusiasm : "I dont
Jike. the i-wajri Mecklenburg is treating
nf thp signers of that famous- and glori-
Oua instrument-were citizens of Cabar
rus, then a part of Mecklenburg; they
ignore us entirely in this celebration,
while we are aainuch entitled to share
in all the honors and pleasures of the
occasion as Mecklenburg every bit,
Why, the first signer was a citizen of
Cabarrus Hezekiah J. Balch: and
where did John Phifer, James Harris,
Benjamin Patton and David Reese live V
In Cabarrus, every one of them. And
yet Charlotte and Mecklenburg claim
all the honor to themselves. And the
Black Boys, too; why they were from
Cabarrus; and yet we are ignored. 1
don't like it a bit I don't."
Now, Mr. Editor, this old gentleman
was deeply affected and seriously Jn
earnest lri the aforesaid remarks. Ho

that memorable and sacred event,
which occurred in Charlotte, May 20th,

in his father's old Bible are correct, and
he is vehement in his demands that Ca

Mr. Hendricks Interviewed He Will Not
fur Vice-President.
un
The New York World publishes a re
port of an interview with ex-Gov. Hen
dricks, at Port Wayne, Ind., a few days
ago. Mr. Hendricks iSTeported as ex
pressing the opinion that the differences
in the Democratic party upon financial
questions are less .threatening than at
one time they appeared. The question
whether paper currency should be furn
Jsh,eil,d..ixectj from the national treas
ury or through the medium of the na
tional banks, Mr. Hendricks thinks is
one of expediency which will, no doubt;
be settled so as to leave no strife on that
aecountL-f-f.He.! thinks treasury notes
should be. substituted for national bank
notes as rapidly as t heir charters expire.
Mr. Hendricks expresses the opinion.
that the question ot coming prominence
is that of centralization as opposed to
the constitutional rights of all the States
and that in the contest of 1880 the De
mocrats will be everywhere united upon
the side of the constitutional rights of
the States, but not as opposed to the
constitutional powers! of the general
government. Mr. Hendricks declined
very positively -to say anything whatev
er about Mr. Tilden, but announced his
determination on; na account to accept
again the second place on a presidential
ticket. Mr. Hendricks is further quot
ed as saying that if, it js the deliberate
idea of Congress that there should be no
test oath for jurors, he does not see up
on what ground tht? "President can ex
ercise the veto ; or, upon the other hand,
if witti - deliberate consideration Con
gress shall decide to withdraw Federal
control and interference with State elec
tions, there is in that no ground for a
yetoi- It is; certainly, he thinks, very
clear that it is no ground for the inter
position of a veto that general -legislation
is attached to appropriation bills.

Not more than half, to make a liberal
estimate, of the' congressmen who de
sired to ventilate their views in the de
lmjeon-the army wll, had an ,opport7
ntsy to -do so, ana now they are raising
a row about the practice of keening a
list. They demand that it shall be aban
doned, and that the rule requiring the
Speaker, or chairman, as the .case may
be, to recegnize the man when first ad
dresses the chair, shall be enforced. A
few of the disappointed ones made a
.preconcerted movement, but the sub
ject was taKen out oi tneir nanus ana
remitted to the committee on rules.
Hooker and Money, of Mississippi, are
the , leading spirits in the revolt against
the established practice, although Mc
Lane, of Maryland, offered the resolu
tion tipon which the discussion arose.
Steele, of North Carolina, called out in
a loud voice, when members were hur
rying up to have their names putdqwn
on the list, "Oh, I don't care how many
of you put your names down. I'm go
ing to make a speech, I'll be hanged if I
don't." .4 ;One meml)er charged that the
original list of Chairman Springer, last
wreek, had been falsified by interlinea
tion of names, so that his name, which
had been among the forties, was soon
down ; among the, fifties. s. ,. : ,
