It M provided by law that each supervisor: of census shall, upon the completioi of his duties to the satisfac tion of the secretary of the interior, re ceive the sum of 8500 in full compensa tion for all services rendered and ex penses incurred by him, except that an allowance for clerk hire may be made, at the discretion of the superintendent of census. It is not the intention of the riann.rfmp.nfc tn make an allowance for clerk hire exceeding 8100 in any but the larcrest sunervisors population considerably exceeds the average. . , The supervisors' districts, one or more for eacn State or territory, are to be formed; by the secretary of the inte rior; andjan announcement will be marifi of the number of supervisors for each-State or Territory, andjjf . theex tent and. boundaries ol the severaTsu? pervisors' idistriets riot earlier 'thaii Oc tober 15,11879. Applications for ap pointment to the position of supervisor of census may be addressed to these retary of the interior. The nomina tions to this office will not be made be fore the meeting of Congress in Decem ber. ENUMERATORS. The actual work of enumeration within each supervisor's district will be performed by officers to be styled enumerators, who will be designated to the superintendent of census at Wash ington by the supervisor. The rules and rates of compensation for enumerators will be determined by the secretary of the interior, and due announcement will be made thereof not later than the date of the nomina tion of supervisors as aforesaid. ji,numerauou uisuiuu cue nut nuun ed by law to exceed 4,000 inhabitants, according to the census of 1870. It is the view -of the department that, in the great majority of instances, enumera tion districts should be much below the maximum indicated, and that only for the strongest reasons should more than one township, in States where town ships exist, be comprised in an enumer tion district It follows, from what has been stated above, that applications for appoint ment to the position of enumerator should be addressed to the supervisor of the district in which the applicant resides.' I Hence applications prior to the appointment of supervisors are premature, and can be of no service to persons desiring appointment as enu merators. THE CENSUS OFFICF, The census office at Washington has been organized by the appointment of Mr. Francis A. Walker as superintend ent of census. No appointment to clerkships in that office, not already de termined upon, will be made prior to May 1, 1880. Applications for appoint ment in tne census omce win tneremre be in ample season if received at the department of the interior by April 10, 1880. JSo preference in appointment will be given to any one by reason of earlier application. Appointments in the census office will be made only upon examination to determine the qualifica tions of the applicants for the positions sought,; The PresidenJa ProtaMe Ac!i'-. Editorial: Correspondence Philadelphia Times, , ; iyin.j .-. - - Washington, April lS.-The army bill will probably go to the President next week, and about the same time the House will send the legislative appro priation to the Senate, with the repeal of the test oath for jurors and the modi fication of the Federal election law. It is now generally belieyed that the Presi dent will sigh the army bill or allow it to become a law and advise Congress f tfieTfact with Cprottiagainst pojifi- cu nuers on appropriations, lie may veto the army bill, but he would gain nothing bv such a veto and would lose so much by his palpable inconsistency that h6 would only weaken himself for the future struggle on the election law, As HaveS voted for ither, same political rider m an appropriation bill that is now about to be repealed in like man ner. and as he is known to favor the repeal of the law authorizing the use of troops at elections, ne can offer no good reason ior tne veto, rne army Dill is. therefore, likely to become a law either by the active or passive approval of the. President; but the legislative bill is reasonably certain to meet with a veto, The , Democrats generally expect the legislative bill to be vetoed, but they mean to test the consistency of the President on the army bill 'first, and they will be governed in tbeir future policy by the attitude he may assume. Whenever a veto comes, whether of the army or the legislative bill, the Senate win naeiv genu w lav' iiouse separate repealing bills and they will be hurried to the President for his action before the new appropriation bills are disposed of. If they shall then offer a fair elec tion law, affording all jrjst; restraints upon fraud without conferring arbi trary power upon petty Federal officials to interfere with the rights of voters, the President will be. at aujt and the Republicans wtiriose'otothe issuebe f ore the country. - Whether Democratic wtmselal wilr be wise enough to get the President at a fair disadvantage.-fs''not by any means (Jlear but it!
