The new brass bands seem to be making first-rate progress. The meetings at Tryon street Metho dist church are still in progress and are exciting considerable interest. The commencement of the equinox tial rains is predicted for this locality for about to-morrow or next day. Cotton has begun to roll in at the rate of one hundred bales per day, and the season has now fairly Tbegun. The Southern Variety Minstrels, of this city, were to have appeared in Statesville last night. They expected a full house. Charlotte's schools have all opened under favorable auspices, and alto gether the educational outlook is more encouraging. The fashionable winter hat is asquare crowned affair that is the next ugliest thing to the helmet concern of other days. Nathaniel Gray was one of the supes on the stage night before last, and it was reported that "the ghost of the Olympic" was there, but this was a mis take. It is the people who come in on the trains that complain aoout tne orui nance prohibiting the opening of bar rooms at night between the hours of 12 and 4 o clock. New Vicar Apostolic. This instition opens to-morrow and nuite a number of the students were in the city yesterday on their way thither. Others will be in to-day. We learn from the professors of the insti tution that the number is expected to be considerably larger than last year, and the number last year was a decided increase over the several years lmmeai atelv receding it. The friends of education throughout the land will be glad to hear of the continued patron age of an institution which is a credit to any State. I lie Same Old Story. U A slight change of schedule on the Charlotte, Columbia & Augusta Rail road goes into effect to-day. The night train leaves at 12-35 a. m., and the afternoon train arrives at 4 p. m. Veteran Conductor Spragins is in New York spending a few weeks with his wife's mother; in the meantime Conductor Dodson is pulling his bell cord. Superintendent V. Q. Johnson, of the Carolina Central, was out on the road yesterday and will be again to-day, shaking up the section masters and looking after bridges. Since the steam shovel was introduc ed on the Carolina Central Railway, seven trestles have been filled in and it is now at work on the eighth. As soon as.this is completed work will be com menced on the last one between Char lotte and Hamlet, so that in a few months there will not be a trestle on the line from Charlotte to Hamlet. This will add to the attractions of the Seaboard Air-Line when the authori ties enter it as a competitor for through travel fr6m North to South. Trouble In Store for Somebody. It is likely that a little stir will be pre duced in the magistrates courts among those who have tailed to make a return of polls and property. The last law passed on this subject places such matte re in the hands of the magistrates, and at a late meeting' of the Doard of county commissioners the chairman was authorized to prosecute an delinquents, and their name is legion, uut oi sev eral thousand colored voters in the county, lor instance, tne total numoer or polls returned is a little over one thous and. One magistrate who has been ooking into the matter says he has the names of sixty delinquents in his im mediate neighborhood. The disposi tion on the part of the commissioners to make every man come forward and bear his share of the public, burden meets with hearty approval. Nothing so discourages the honest taxpayer, or tends to make him so mdinerent as the positive knowledge that there are scores of men throughout the county who go from one year's end to another without paying a cent of taxes, and the . larger proportion of this very class- are the hrst at the polls on the day when the right to elect county or other officers is extended.: Postal matters. Postal cards spoiled in printing or otherwise, which have never been used, will be redeemed at any postofficein stamps, stamped envelopes or new pos tal cards, at the rate of four cents for every five cards; in whatever quantities presented. Under the old. law postal cams spoil ed could not be redeemed. ProDrietors of hotels, officers of clubs. etc., should not hold unclaimed letters longer than ten days, except at the request of the person addressed. They should be returned to tne post- othce as soon as it is evident that they will not be claimed. Samples of merchandise are fourth class matter, subject to postage at the rate of one cent for each ounce or frac tion thereof, when wrapped so as to ad mit examination. Such samples may have tickets or tags applied with name, width of goods, etc., printed thereon without subjecting the package to any higher rate of postage. This is quite an important change, and one that will be ot great advantage to our dry goods business men, with whom the plan of sending out samples of goods has become popular. The Postmaster General has ordered that an actual daily count be made in all the postoffices of the United States from the 1st to. the 7th of November of all letters, packages, postal cards, &c, deposited for transmission in the U. S. mails. k CThia organization which was formed in; Charlotte lessithaa jentgo for the purpose oi encouraging the cultivation on music and the , improvement or tne musical taste of our people, has now be come a permanent institution.!
