North Caioliua, as has ieen knowa for some time, has been divided into four districts for the purposes oft the census next year, but theletier of Con gressman Steele, gublislied jn another col urn 11, gives us the first information as to the counties eomjsiujr the seytr al districts. This letter will be of inter est and value to those persons vvlm may contemplate securing employment next year in the taking of the census, and to it the attention of these is invited. We have so recently published a synopsis of the census law that a re-publication at this time, we take it, is hardly necessa ry. Col. Steele's letter contains all the informatiou'tbiit may be necessary for immediate purposes, but to this it may be added that the law authorizing the taking of the next census enjoins that all inquiries connected therewith sbalj be made on the basis of tilings as they may exist on June 1, 1880, and-specifies thirty days as the limit of time to be employed in doing the work. The ques tions to be asked by the census takers will cover a much wider range than heretofore, and will embrace statistics concerning the actual population, race, age, sex, nativity, householder, boarder, servant; as to the blind, the deaf, the lame and the infirm; also in regard to banks, steamships, railroads, f&surance and all other kinds of commercial en terprises. To facilitate the taking of the census blank schedules will be fur nished by the enumerators to house holders, manufacturers and business corporation Jt is. understood jth at the pay of the enumerators will range from 4 to $6 per day, according to the sparse ness or density of population in each subdivision, but the law provides that the subdivision of any one enumerator shall not exceed 4,000 inhabitants ac cording tq the census of 1870. , j 1 As stated, the appointment of super visors will be practically in the hands of General Francis A. WaJker, superin tendent of census, and the supervisors (of whom there are to be but one hun dred and fifty in the United States) will appoint the enumerators. The law pro vides that enumerators must reside within the limitsrof theyiub-tKyisTdnsp and also that any person who wilfully fails or refuses to render a true ac count, to the best ,of his knowledge, when questioned by 'the enumeratof, shall be deemed guilty of a misdemean or and on conviction be subjected to a fine of $100. In regard to those who will be appointed enumerators the law provides that they shall be. chosen sole ly on account of toeir fitness and with out reference to their political affilia tions. We know now how easily the North is alarmed. Our people have proved that they mean no harm to. the government, but they must leave no peg upon which to hang a doubt.
