Dr. Mull, who assaulted thelocal editor of the Greensboro Potriot, and who was sentenced to jail 80 days there for, has published a card in the Beacon, of that town, in which he professes great penitence for his hasty action. The doctor is sick, which, with the ex tremely hot weather, no doubt makes his imprisonment severe indeed. A committee was appointed at the recent meeting of the executive com mittee of the State fair, tor the purpose of soliciting subscriptions for a private purse, to be added to the amount ap propriated in the premium list for pre miums to be awarded in trials of speed at the next fair. It is intended to offer most liberal inducements in this de partment, The musical department of St. Mary's school, Raleigh, has recently undergone improvements which add much to its efficiency. A large building is given up entirely to music, and fitted up after the style of a conservatory, with a number of neatly furnished practice rooms so arrainged that at all times the pupils can be under the immediate di rection of the professor and his assist ants. Raleisrh News : A floral fair will be held at Wadesboro on the 4th and 5th davs of August next, under the auspices -t the Dixie Agricultural Society. Col. L. L.. Polk has been invited to deliver the address. Fayetteville also speaks of having such a fair. THE TJXIT KTHLE. lla Fate Will What Garfield Thinks Cor. Richmond State. Washington, May 25. In conversa tion yesterday evening, Gen. Garfield spoke quite freely his opinions about the unit instructions given by some State conventions. He says State con ventions have a right to instruct dele gates at large, beeause they are the di rect representatives of conventions that appoint them. District delegates are the creatures of the districts and not of the convention, and should be left to obey the voice of the people of their re spective districts, or when that is not well defined to follow their own indi vidual judgment. A State convention has no right to instruct them how they shall vote. This idea of States instruct ing district delegates to vote as a unit is, he says, the old Confederate plan, and is based on the theory that the State is supreme. District delegates are in immediate relation to the peo ple, and a State convention has no right to abridge that representative position. District delegates are in the immediate line of the people, just as a citizen is in immediate connection with the nation, and holds that connection above any State authority or license. A citizen in giving his allegiance to the government is untrammelled by State interference, and so a district delegate, as representative direct from the peo ple, should be allowed to vote as his people request, and not as a State con vention directs. The State unit-instruction business is an introduction of Confederate ideas into a Union conven tion, and the question is, shall Confed erate ideas control a Union convention V It is a Tammany Hall method of con trolling a party for personal and sinis ter motives, and if it is introduced at Chicago it will be the first time that a Tammany rule has captured a Republi can convention. Gen. Garfield says he belieyes the unit instructions will be broken at Chicago; that the struggles of the party are now centering around this one issue, and all who areopposed to this anti-representative rule, whether they are tor Blaine, or Grant, or Sherman, will unite to ef fect its destruction. On both sides the principles involved were those which most deeply affected our own national feeling; the language, the race, the ideas of the combatants were our own. The army of northern Virginia in particular, from the nature of the defence it had to maintain, and the character it earned and sustained, enlisted, and will for generations con tinue to enlist the strongest English sympathies. It fought with English tenacity, English recklessness of con sequences, English indifference to odds, which was from the hrst very doubtrul and soon became an evidently losing battle. Once only was it fairly beaten in open field : over and over again, both on the offensive and on the defensive, it proved itself more than a match for ap parently overwhelming odds. Its com position resembled very closely that of our own volunteer regiments.
