It is tilled with a review of the Credit Mobilier, Whiskey Uring San to Domingo and other -scandals. It is estimated that it will make a volume of eight hundred pages. It will be is sued on the 15th inst., in book-form, and is intended as a book of ready ref erence for campaign orators. One pe culiar fact brought out in it is the charge to the United States under the head of "incidental expenses" of a cro quet set in use by tiie presidential fain ily. SURPRISED AT THEIR OWN HONESTY. The' re turns of the fiscal year ending June 30, 1880, are not all in; but from those re ceived and examined, it is altogether probable that the showing will be equal ly as good as for tne years named. VIRGINIA LUNACY. Thus far all attempts to heal the dif ferences between the read lusters and debt-paying factions of the Democracy of Virginia nave failed, and the feigns of the times now are unmistakable that an acceptable compromise cannot be reached. While other unfortunate divisions in the presidential year may not, and probably will not jeopardize tne electoral ticket, tne cnances are that the Democrats may lose one, if not two, memoers ot -congress. -TheJror- ioik district, nqw represented m Con gressman Goode, is in Bpeclal danger. "Rebs" and "Feds" began shak ing hands and enlisting under "the new banner of the free." STATE AUTHORITIES MOVING. All . this led to the recognition by Governor Roberts that something wrong was going on, and he demanded to know what the Texas militia was do ing. To this end Colonels Will Lam bert and L. E. Edwards, of the Texas National Guard, said to be of rank in the Army of Occupation, to-day waited On the Governor to assure him that the Texas militia was not in as a body but as individuals. Kitchin made . a Dowerful and brilliant national . speech, which was loudly cheered. He said that he wa3 proud to sav. that he was a Democrat. and that he should enter the canvass, no matter whether he was a- candidate or not4 and pay his own expenses. After conjymenliTjg Buxton on being a good Judge,: he remarked that he had com muted a most egregious blunder bv call ing the United States government the Republican party. With the same pro priety Adam and Eve, and Moses and Pharaoh and Aaron, and all the patri archs might be called Democrats. He declared that the negroes did not owe their freedom to the -Republicans ; that Abraham Lincoln said three months after the war had been going on, "Come back into the Union ; keep your slaves ; we want the Union," and our reply was we are not fighting for the negro : we are fighting for our rights. He cited the terms offered by Lincoln to Steph ens : ".Let me write one word, Union ; you may write the balance." Xhe hon orable gentleman then peeled Garfield, and paid noble Hancock a tribute long to be remembered. Raleiah Observer Co-respondent, 6th. ' au interesting discussion tooK place at Kinston on the following day, in which Gov. Jarvis ' nushed Buxton to the wall. The Observer's report savs : During the debate he demanded of Judge Buxton how he stood on the rail road matter. Buxton refused to an swer. Jarvis then said he would leave it to the crowd whether the Judge should not answer, and the crowd all voted that he should speak out. None voted in the negative. The Governor said he would enlighten the Judge about the Western North Carolina Railroad business, and with reat gravity and very ceremoniously e presented the Judge with a book containing the whole proceedings with reference to the sale of the Western North Carolina Railroad. The presentation provoked a great deal ot muth. Buxton, when he rose to replv, said that when the Legislature was called together by the Governor it was a pledge by the Democratic party to sell the road, and'that had not the party leaders filedged themselves to a sale the Legis ature would never have been called to gether to complete the bargain. He then asked the Governor it he ap proved the execution of Mrs. Surrattby Gen. Hancock. To which the Governor replied that he did not. That it was a Radical out rage; that Gen. Hancock was in nowise responsible tor it. It was a Radical murder. The Governor in return asked Bux ton if he approved of ILolden s course during the years 1S69 and 1S70, when he brought Kirk s minions upon us to subvert civil law. To this the Judge replied that Gov ernor Holden had acted injudiciously, but by authority of law. liov. Jarvis asked Judge Buxton whether, if he were elected Governor, he would fill vacancies in the offices of judge and solicitor with negroes.
