tain in an enlightened community the

that discovery, the average death rate
from small-pox throughout the world
has decreased enormously, and in pro
portion to the use of good vaccine mat

rate is less than one-tenth what it was
at th&end of the last century, and the
same, relative,decrese has taken place

In reviewing Gov. Jarvis's message
to th Legislature, The Observer
took occasion to say that there was
nothing to justify the extenfion of the
charitable feature of the State Uni
versity beyond the present limits. This
opinion is strengthened and confirmed
by the admirable paper, printed else
where, from the denominational col
leges in the State, being a protest
against the recommendation of the
Governor for an appropriation of $7,
500, to be devoted to the free educa
tion of young men. According to this
arrangement there would be two young
men from each county in the State,
receiving free tuition atthe University.
The injustice and impolicy of this ar
rangement is fully shown in the pithy
memorial alluded to; it covers the
whole ground and does this in admi
rable spirit. It is to be regretted that the
concerted action which resulted in its
production was not taken at an earlier
stage of the discussion. It micht have
saved the denominational colleges from
the charge of jealousy; which was based
upon the tone and temper of communi
cations in the religious papers by wri
ters whose zeal was disproportionate to
their discretion. The tnemerial is in
striking contrast to these . and must
command attention.

day afternoon's 4.40 fast mail Coast
Line train is three hours behind time.
It collided with the south bound
through freight at four this morning.
between Lynchburg and Mayfield. The
mail was running at the rate of thirty
and the freight seven miles an hour.
The weather was foggy. The mail
coach and tender telescoped. Mes
senger White was thrown half the
lenth of the car, cut over the eye and
somewhat bruised. Recovering from
the shock, he stood faithfully by his
mail. The tender was thrust half its
length into the car. It was a miracu
lous escape. All the others escaped in
jury. The tender and first freight box
were likewise telescoped. The engines
were badly damaged.
North Carolina Outrages.
St Louis Republican.
"North Carolina is guilty of still
further outrages. In addition to ku
kluxing and moonshining, the State
has fifty -seven cotton factories in oper
ation, with all they can do. New En
gland manufacturers should be looking
after this."
If North Carolina should multiply
the cotton mill "outrage," loyal New
England will be moved to more wrath
and indignation than was provoked by
the alleged ku-klux conspiracy. For
the worst the ku-klux could do was to
kill a few North Carolina negroes,
while every cotton mill in that State
kills just so much New England trade.
It is one of the most encouraging
Southern signs of the times that the ex
ample of North Carolina is being ex
tensively imitated elsewhere in the
South. There is no reason why cotton
should not be manufactured where it
is raised. There is every natural facili
ty for so doing, and we firmly believe
that in ten .years there will be ten cot-,
ton mills where there is one now. The
advantages which will accrue therefrom
cannot ba estimated, and t.hev am a-nii

evident -she suffered no pain. There
was a slight twitching of the eyelids,

- Dr. Wm O'Gorman, the family phy
sician, called Dr. A. N.vDougherty and
Drf-eguin, of New Tork, to consult
witli him. It was quickly determined
that the strange disease was not cata
lepsy, for the patient's arms, when
raised, fell back upon the bed, instead
of remaining where placed. It was
concluded that she was a victim of hys
teria in an aggravated form, resulting
from over-study. The severest electric
shocks caused not even the twitching
of a muscle. After several days had
Eassed, Dr. O'Gorman, not knowing
ow long the trance would last, de
cided to administer- liouid food artifi
cially, as the patient could not swallow.
About New Year's Day vshe revived,
and now she is able to jide out, and
seems to be restored to .health; While
she was in the trance the physicians
were satisfied that she was conscious,"
and proved it two or three time. Once
Dr. Seguin said for a test:
"She is a very pretty girl.,'
Immediately she blushed;
She says sha was conscious, 'but had
only one thought, and that a terrible
one. 'Jshe fearjed constantly that the
pliyjueiafcs would pronoqnee her dead,
andshe would be buried alive. She had
no physical pain, but this dread was
agonizinz. In vain did she trv to sneak.
-She cdifi riot even move her liDS. It
is supposed that the twitching of the
eyes was caused by her efforts to speak
or give a sign of life.
A physician said yesterday that he
had known of only one other case of
hysteria that was at all like this. With
in the last month lie., was called to see
a lady who became a victim within a
week after her marriage. The shock to
her nervous system resulted in a trance
state, and a partial suspension of all
sense of feeling, but after a few days
she became conscious.
