Wnat They Pay, As Stated by the Slg-neart Authority. Atlanta Constitution. . Mr. Francis Cogin. perhaps the most competent authority that we have on the relative advantages of cotton man ufacture in the North and South, was n Atlanta the other day. and we asked him as to the outlook in Augusta. He said : "It is more than encouraging. We have increased our spindles up to about 120,000, with the mills now building. The King mill, when- it is organized with its million dollars capital, as it doubtless soon will be, will add 30,000 spindles to this number. , We have wa- er power enougn w turn a million spindles, and there is no reason why we should not have them." -The record being made by the fac tories will justify new investments?" 'Yes. and induce them. There is no egitimate business that I know of in which capital can be so safely and prof itably as in cotton factories in the South. The Augusta factory has aver aged 20 per cent per annum net profit on its capital since the .war. It made ast year is to 20 per cent, in the last six months we have made $100,000 clear. This is on a capital of $600,000, and is about 17. per cent, for six months, and so per cent, a year. This is unusu ally good, but we will do as well the present six months. The Enterprise paid 10 per cent, dividend last year, and for the last six months is earning 18 or 20 per cent. The other mills. I presume, are doing about as well. The Langley, you know, has just paid 8 per cent, semi-annual dividend, and passed about 10 per cent, to its surplus. Its surplus fund is now about $275,000 on a capital of $400,000." "This makes a remarkable showing for Georgia factories ?" "1 should sav so. But the times are good and factories all over the country a-e making money now. The real and essential advantage of mills in the South over mills in New England will be best Bhown when the times are hard and the trade is depressed. When the New England mills are not making a dollar, mills in the South properly managed can earn dividends.. To vary the proposition : "We can sell cloth at cent a yard less than the New Eng land mills, and even under this dis count, make more money than they do. do not make this statement loosely, but of my own actual knowledge and experience. And I could elaborate, if had the time, the advantage that would enable us to do this. The future of cotton manufacture in the South will be limited simply by the good sense and courtesy of our own people. If we invite capital, make it safe here, and welcome those who bring it, we will get all we want" The Land Bill In Ite Final Shape. Batlmore Sun. The Irish land bill has at length been passed by both Lords and Commons, and a great step has been taken toward remedying the evils from which Ireland has so long sunered. However, lite most compromise measures, it is whol ly satisfactory to nobody, and least of all. perhaps, to those for whose benefit it is intended. The fundamental prin ciple of the bill is the right of free sale, tho Trish land svstem beincr oartlv codi fied and partly rearranged in such a wav as to give the tenant a marketable property in his holding, independent of any improvements which he himself may have maae. 'ine omer two x s, e.. the guarantees or iair rent and fixity of tenure, are deduced from the right of free sae. In the passage of the bill through Parliament it has un dergone notable alterations, some of them Deingot considerable importance One is that the commission of three mav utilize the services of the county courts; another that no member of Parliament shall at the same time he a member of the commission charged with carrying the provisions of the bill into effect : a third secures to owners their game rights : a fourth secures the landlord pay for the Improvements he has made in case a holding is sold ; the fifth declares that deductions shall be made from the receipts of a sale for de terioration or the landlord s property, w nen me out reacnea tne juorus sin tered numerous amendments, all of which were set aside on its return to the Commons, except the one which struck out the provision to stay pro ceedings for collection of debt from tenants. When the bill was sent the second time to the upper house the Lordd exhibited great firmness, strik ing out again the features of the bill to which they had before objected, and exhibited a disposition which, if per sisted in, would hare forced the resig nation of Mr. Gladstone and his cabi net. Much feelfng in favor of the stand taken : by the Lords was now ex hibited in unexpected quarters, and it began to seem hot impossible that if the two parties-went before the coun try in a general election the conserva tives would come out1 victorious over the party at present in power. The immediate result of the Lords' firmness was a partial victory for the opponents of the Dili; at Mr. Gladstone, on the re turn of the "bill to the House of Com mons, assented to three of the Lords' amendments one authorizing an ap peal to the land court ia the matter of leases, another giving a landlord access to the land court when he failed to come to an agreement with his tenant, and the thirrf striking out Mr. Parnell's measure for staying proceedings of ejectment when the land court has been asked by the tenant to fix a fair ient. Upon all points, however touching the principles of the bill-the- government was -unyielding, and the concessions made to the Lords will not impair its fitness for beingr in the language of Lord Salisbury, "of great benefit to the tenants and not of much harm to the landlords." The bilr will take effect within a few days, as stepsfor securing the Queen's assent have already been taken. -- Eaboka, Ma, Fett. 9, 1880.
