Tlte Commissioner' Reply to Colonel Bnford. Raleigh News and Observer. On August 1st the commissioners ad dressed a letter to Col. Buford, inclosing a copy of the paper they had signed in which they had promised to use their best endeavors to get the Western North Carolina R. R. back into Best's hands if the Boston syndicate would start to build the Midland .Railroad and perform sundry other conditions. In their letter they informed Colonel Bu ford that the Boston syndicate had per formed all the conditions agreed on, and that now the commissioners pro posed in good faith to stand up to their promise. On August 25th Col. Buford sent his reply to that communication, and on September 2d Gov. Jarvis made a reply personal to himself. When the commissioners were at Asheville, near a fortnight ago, they considered Col. Buford's letter and wrote the reply printed below : A shevtlle, N. C, Sept. 14, 1881. Messrs. A. 8. Buford, W. P. Clyde and T. M, Logan, Assignees ; Gentlemen Your letter dated Au gust 23d, in reply to ours of August 1st, was received by Commissioner Jarvis on September 1st and delivered to the commissioners yesterday, this being the first meeting held since it was received by Commissioner Jarvis. Candor compels us to say that your letter is not an answer to ours, but is an evasion thereof. One-half of it is consumed by disingenuous accusations of possible improper motives and in tentions on the part of the commis sioners, and the remainder consists in a denial of these same accusations, for reasons found in a statement of facts, many of which do not exist in truth, and the enumeration of which aggra vates the offensive character of the first suggestion. Conscious as we are of no intention on our part to do any act, or put ourselves in any position inconsistent with the rights, duties and proprieties imposed upon us by the law which called us in to existence, or that may be in any way unbecoming the position we occupy as citizens, we respectfully decline to an swer the question you see proper to put as preliminary to a response to our let ter. We beg to repeat our question which you so completely evaded,' to-wit; If the Midland Company shall complete their road from Goldsbora to Salisbury, or so far prosecute work thereon as to insure its completion, and shall demon strate to the satisfaction of the commis sioners their ability to complete and fulfill the Best contract, and we, both as commissioners and individuals, re quest you, for the good of the State, to reassign to Best and his associates the interests in tbe Western North Caroli na Railroad, which you acquired from him, will you dp it upon being paid in cash in full for all your expenditures principal, interest, and reasonable com sation for time and trouble? "There has been a good deal of cor respondence going on among Demo cratic Senators of late in regard to the organization of the Senate. Several let ters have been received in the past few days from Senators who have been mak ing a canvass of the Democratic mem bers of the Senate to ascertain how they intend voting when the Senate meets. The canvassing has developed the fact that there is not a bit of sentiment amongiihe Democrats as regards what action they shall pursue. They all give it as their opinion that the Senate shall proceed to organization before the two new Senators from New York and the senator to be appointed from Rhode Island to succeed Senator Burnside, all of whom will be Republicans, are ad mitted. Senator Garland is the "only" Democrat wno is tnougnt to entertain any other view than this. He is only reported to be in favor of allowing the new Senators to be sworn in before go-r ing into organization. Senator Beck says there is not a single Democrat who entertains that view The first step un der these circumstances will be to elect a President of the Senate pro temn who will also be Vice President. Kentucky has one mile of railroad to every twenty-two square miles of terri tory. Senator-elect Lapham is a cousin af Susan B. Anthony, and writes to that lady that he hopes women will yet get ineir nguis. The ex-Empress Eugenie is said to have never recovered from the loss of her son. She lives quietly and almost alone, taking no interest in external events or persons. Garfield arrived at Long Branch the Western Union telegraph company transmitted per day an aver age of 100,000 words of press matter, ex clusive of governmental and private business. On the day of the President's death 225,000 words of press dispatches were sent on their wires. The Thousand Islands in the St. Law rence have increased greatly in value. Islands which were sold eight years ago for $40 or $50 are now selling from $10,000 to $100,000. The island on which Tom Moore wrote the "Canadian Boat Song," which was bought for $40, is now said to be worth $25,000. President Garfield died with no clergyman at his bed-side. His pastor was in Washington, and in the sudden coming of death there was no time to call in a clergyman. Nor was any needed. It is the great principle of the faith Gen. Garfield professed and in which he died, that no human media tion avails when the soul is face to face with its Maker. There have been seven vice-presidents from New York: Burr, Clinton, Tompkins, Van Buren, Fillmore, Wheeler and Arthur. There have been three presidents from New York Van Buren, Fillmore and Arthur. He is the twenty-first president of the United States. Gen. Garfield's administration was the seventeenth administration, and four vice-presidents have reached the presidency by the death of their chief. Gen. Garfield was president only six months and fifteen days. Three years, five months and a half of the presiden tial term remain for Gen. Arthur's in cumbency. All the presidents who have died in office have died in the early part of the term. Gen. Taylor lived sixteen months after his inaugu ration, leaving two-thirds of the term to be filled by Mr. Fillmore. Abraham Lincoln was assassinated one month and eleven days after his second inaug uration, and Andrew Johnson therefore held the office three years, ten months and a half. Gen. Harrison's term of power was the briefest of all. He died just one month after his inauguration day; Tyler was three years, eleven months in office. Tbe British Postal System. For the fiscal year 1880-'81 the report of the British Postmaster-General shows that the total number of letters, postal cards, circulars, book-packets and newspapers delivered amounted to 1,681,485,300, or nearly seventeen hun dred million against 2,215,168,124, or a little over twenty-two hundred mil lions delivered by the Postoffice De partment of the United States during tbe last year. The English department delivered 1,176,423,600 letters, or an average of 34 for every man, woman and child in the United Kingdom ; the United States Postoffice Department delivered 866,593,572 letters, or an aver age of 16 per capita. Our department delivered 278,446,700 : postal cards to 122,844,000 by the British department, and for mails carried 695,175,624 news papers, to 133,796,100 carried by those of Great Britain. The gross receipts of the British department for the year were 8,700,081, and the expenses 5, 629,506, leaving a clear profit of 3,071, 525, or more than -$15,000,000. The tel egraph system of Great Britain, it must be remembered, is a part of its postal system, and returns a large share of this profit.
