It ia becoming fashionable for rich Senators and Congressmen to erect their own vines and fig trees, and it costs money. Drinking among the Government em' ployes has increased to such an alarm ing extent that the Government has had toioass some very stringent rules, and discharge now threatens the men who go out to take their grog during business hours. Some of them have become unfit for duty and have been bounced. Gladstone, in his Leeds speech, prais' ed Mr. Dillon as a model patriot, a loy al and devoted subject of the Queen ; but a few days afterward the same Gladstone had Dillon thrust into Kil mainham prison. The Premier seems to have lost his ballast of late. He is certainly "a little off." The Connecticut man, who has offer ed to give a large and valuable quarry of gray granite for building the Gar field memorial hospital, is very gener ous. He may get his reward by receiv ing a contract, on favorable terms, to furnish granite for the next $8,000,000 custom house that is built. The Illinois Railway Commission, sumuiatea Dy severe legislative criti cism last winter, has prepared anew schedule or maximum freight rates superseding their last rate-bill issued in 1874. The new schedule concedes something to the railroads on the short haul and makes its chief reduction on longer distances, cutting down the charges on carloads more freely than on small lots, and fixing rates on flour relatively much lower than on grain The comparative rates as to distance were reached after a compromise in which existing proportions were gener ally accepted. The average reduction on merchandise by the 100-weight, tak ing the rate fixed by the commissioners in 1873 as a basis, is three per cent. ; on carloads the cut on merchandise goods is sixteen per cent , on grain twenty per cent., on corn twenty, and on hour and meal twenty-five. When a comparison is made with the existing rate on the aia j.i -l unicago ana Alton, me reauction is found to be less on the short haul and more on the long one, varying from ten to thiity per cent. In. the application of the new rates the roads of the State are divided into two classes, and non dividend roads are permitted to charee five per cent, more than the dividend- paying roads.
