Judge David Davi? has made an in teresting discovery. He says President Arthur's message is the first document of the sort in forty years that has not referred to the South as a distinctive section of the country. Augusta Chronicle: The State of Georgia should return as taxable pro perty at least $500,000,000, but she does not show much more than half of that. Scheme after scheme has been present ed to the Legislature to amend this de linquency, but it is not "popular," and has hence fallen through. Wilmington Star: There ought to be a law making it a criminal offence for parents or others to lock children in a room or a house, and then leave them to their fate, whilst they visit, go to church or work out. Leonard, superintendent tor tne nonte Missionary Society of Utah, takes posi tion acainst legislation with that view, and holds that the effectual remedy is education. He says it is teachers, and not preachers nor stringent laws that are needed, and urges the establishment of an extensive system of secular schools for the education of children. Since June, 1861, the sum of $520,000,000 has been paid to the patriots. Hereafter a minimum of 3120,000,000 annually will be required to foot the bill, and as the list grows with each succeeding year it is not improb able that it will swell to $200,000,000 a year for the next decade. There is a scheme on foot for a cir cumvallating canal at New Orleans starting about Carrollton, running in a semi-circular course behind the city and emptying into the river at the bar racks. It will be 800 feet wide and 30 feet deep, and will serve not only to . drain thn r.itv but also for DUrDOSOS Of navigation, giving the city two water fronts. Congress will be asked for an appropriation to assist the work. Henry "Ward Beecher has a new lec ture entitled: "The Moral Demands of Luxury, Beauty and Wealth." He de nies that a religious and a Christian life demands the negation of pleasure, and and the press assisting, each in its own way, we may nope io see mese moun tains and valleys redeemed. It is a well known fact that Brigham Young when he found the "gentiles' increasing so rapidly in the Territory had begun to seriously consider the ex pediency of removing to some other Territory and had sent his agents into Arizona to explore and see what advan tage it might offer as a place to locate, and the probabilities are that he would have carried his purpose out if he had lived. He knew that the peculiar institutions could not live stu rounded by hostile el ements, as he had the foresight to see it would be in a very few years, when the iron track and the locomotive annihilated distance and practically brought his people within the limits of modern civilization. This has been done, and while Brigham is dead, the institution of which he was the powerful head, is dying, being sur rounded and crushed to death by the civilization that is crowding it in and growing stronger around it every day. It is a doomed institution, and will die without any mortuary legislation by Congress, and die sooner, if let alone than if meddled with. Hostile legisla tion will be jegarded as persecution, and persecution will knit them the closer together, and inspire them with the sentiment of resistence, which it will be difficult to overcome by Con gressional enactments or even by force. He has no sympathy with the notion that sorrow is nearer heaven than joy.
