American Protectionist, Since the formation of the Congres sional committees of the Democratic and Republican parties the members of each have been busily engaged in scan ning the political situation lor the im pending struggle of controlling the next House. The increase of member ship from 293 to 325 under the census of 1880 is apportioned by the new law at 17 to tne Western btates, lo to tne Southern States, 2 to the Middle States, and 1 to the State of Massachusettss, the States of Maine, New Hampshire, and Vermont each losing one Repre sentative. The Democrats areTlikely to control the entire 15 additional Repre sentatives from the South. ' while the Republicans are not certain of electing more man 15 out 01 the 17 additional Representatives. The gain of two members to the Middle States cannot be claimed by either party, but the Re publicans will doubtless add one mem ber to the Massachusetts delegation. It will require 163 votes to organize the next House : and should the Repub licans hold their present strength of 145, they will still require 19 additional members to retain their present con trol. The Democrats practically have 141 members, counting Democrats, Greenbackers, and Independents, and they will need to hold their own and obtain an increase of 22 members to reeain control of the House. They claim that they are in better condition than the Republicans, and with the in crease of 15 members to the South will only need seven more votes to consti tute a majority, xnese seven votes and more are looked for in Missouri, where four Greenbackers and one Re publican may be replaced with Demo crats : one in Kentucky, where the only Republican district has been changed by re-districting it into a Democratic stronghold: in California, where it is expected three members will be gained and one in Oregon, with chances of in crease in Tennessee, New York, Penn sylvania, Maryland, Connecticut, New Jersey, and Indiana. Since his confinement he was upon four different occasions permitted by order of the court to visit his home n company with a bailiff, the last occa sion until this afternoon being during the Christmas holidavs. when he was allowed to remain all night. Very severe criticism was looked for in con sequence of the extension of such unu sual privileges, and it was generally understood that there would be no re currence of it. Several days aero Capt. Howgate re quested his counsel to ask the court for another order to visit his house. Judge Cuppy, one of his counsel, strongly ad vised against this, for the reason, as ne said, that it would provoke further criticism and prejudice the case. His property was attached by tne govern ment at the time of the institution of proceedings against him. A motion was made to dismiss tne attaenment, and the argument on this morion was set for Tuesday next. Capt. Howgate insisted that it was necessary for him to go home to examine some papers of importance in connection with this motion, and at his urgent entreaty Mr. A. B. Williams, of his counsel, made ap plication this morning to Judge Wylie for the permission desired, adding as a further reason, that Capt. Howgate was extremely anxious to see his daughter, woo had returned on a snort vacation from Vassar College. The court then passed an order granting him permis sion to visit his house, and stipulating that he must return -to jail in two hours. Mr. Williams took the order of Judge Wylie to the jail, and the warden im mediately surrendered his prisoner. Deputy Marshal L. P. Williams took charge of Howgate and accompanied him to tne corner or ourtn ana u streets northwest, having previously made an arrangement with Bailiff Tail to meet him tnere. Mr. Tail tneu en tered the carriage and took charge of him, Mr. Williams getting out. Mr. Tail then took him to his residence, where Bailiff Doing, who was in wait ing, also by previous arrangement, then became nis custouian. nowgate enter ed his house accompanied by Bailiff Doing. He proceeded to the dining- room, wnere ne was greeted by nis wile and daughter. He left the bailiff in the dining-room and went up stairs to take drink and change his clothes. Alter remaining up stairs some time he came down, bringing with him a bundle of papers. On reaching the dining-room, where the Daunt awaited him, How gate remarked that he had forgotten some other things, and went up stairs again, as the court official- supposed. The latter waited about twenty-hve minutes, and as his prisoner did not re turn, he became anxious, and asked Miss Howgate if she knew where her father was. She hesitated a moment, and then replied, "He has gone out for a short walk, lie will be back m a little while to dinner." Just at this moment Bailiff Doing says he heard the front gate slam. His suspicions becoming aroused, he made burned search throughout the house, but could find no traces of his prisoner. He went to the iront door and asked the driver f the carriage if he had seen any one come out of the house. The latter replied that he had not. lhe bailiff hurried to the Ebbitt House drug store in a state of excitement and tele phoned to police headquarters and to Marshal Henry. To the clerk in the store he told the story briefly, and re marked that Capt. Howgate could not have gone very far, as he was only HO minutes ahead of him. The residence of Capt. Howgate is situated on Thirteenth street, between F and G streets northwest, one door from the corner of G. The house and grounds run back to an alley opening on G street, through which it is sup posed Howgate made bis escape. Lp to midnight nothing had been heard of him. Marshal Henry tele graphed the fact of the escape to the chief of police 01 all the large cities, with a description of his person. The general supposition is that Howgate is secreted somewhere in the citv, and will await a favorable opportunity to escape, ine ponce are or tne opinion that he will be recaptured, r rom all the developments the general beuet is that the escape is the result of a deeply laid plan, of which the family and friends of Tlowgate were cognizant, although some do not hold to this view, and some ot the officials say they be lieve Howgate will return. It is men tioned as a significant iact that the wo man with whom Howgate s name has been connected has been seen around the jail very frequently of late. Hon. Marshall Jewell, chairman ot the national republican committee, has invited such members of the committee as are in Washington, or within easy reach, to meet him on Saturday for the purpose of conferring as to the timefor calling a full meeting of the committee to take final action on the question ot the election of delegates to the next republican national convention by the respective congressional districts. The committee has already decided that the delegates should be elected bv the dis tricts independently, and the meeting which is to be called is for the purpose of arranging the minor details of the new plan. The Singular Product ol a Peach Tree. Statesville Landmark. Mr. J. D. Murdock, of Concord town ship, m coming to town a few days ago, plucked a limb from a peach tree, which stands on the side of the road between Scott a a. Roads and statesville, and exhibited it at this office. The singular thing about it is that each one of the buds on the stem from which the peach springs contained, instead of one, from ten to twenty little peaches. The only plausible explanation of this freak is that the tree has become hybridized with some other errowth adjacent. This is the first year the tree has ever bios somed. and the bloom3 upod it were pnusually thick.
