Washington, April 24.-KCooper been confirmed, after all, aa Collector of Internal Revenue for the Sixtn dis trict of North Carolina. With the pass age of the resolution granting a com mittee to investigate the affairs of that district, most of the opposition to him ceased. Senator Vance authorizes jne to say that, as far as he is . concerned,; he decided no longer to oppose has con firmation. It was mainly by Senator Eansoms influence that the Stalwart Republican -Senators voted .'gainst Cooper when that matter came up in executive session of the Senate. To secure this support, Senator Ransom cast his vote to place General Grant on the retired list. This action on his part has subjected him to much harsh criti cism from the press of his State, who, not knowing nis motive, have been roundly abusing him ever since. It was a stroke of policy, hia friends here think, for him to have voted as he did, for in return he has gotten much sup port for measures that more closely in terested his people than would the placement of Grant in a snug berth. And, again, it was a foregone conclu sion that the bill would pass. Had it required Senator Ransom's vote to have decided the matter, it is safe to say that he would have been found voting dif ferently from what he did. By the scope of the resolution the committee, yet to be appointed, to in vestigate the Sixth district can sit dur ing the recess of Congressend fpr per sons and papers, etc. It is likely that the committee will sit during, the recess, and perhaps visit the district. Taken as a whole the North Carolina delegation in Congress is the ablest from any of the Southern States. Mr. Cox thinks Massachusetts has the ablest delegation in Congress of any State in the Union.
