On Monday, May 23rd, tne dead lock in the Mack ey-Dib ble contested election case in the Ilouse of Representatives began ; on Saturday, May 27 tn, tne brst week of tjbe .contest ended with the differ ences between the two great parties no nearer a solution than on the day of its commencement. When a great politi cal party determines to filibuster to prevent the consummation of an ob ject, that object should be of par mount importance, which, if accom plished, would work great harm either in fact or iaprinciple. The great busi ness interests of the country do not tak'e much stock in purely political con tests, and when public business is blocked by either party or both, the an swer that party supremacy was at the bottom of the contest is not satisfac tory. O'Connor lied before he took his seat and the governor ordered an election to All the vacaneT.' Mr. Samuel Dibble ran and was elected without opposition, the Republicans re fusing to nominate anyone aid decun ing to vote. Mr. Dibble, to all intents and purposes occupied and stood in the same position as Mr. O Connor would had he been alive, lie was admitted to his seat and Mackey transferred the contest from O'Connor, dead, to Dibble, living. The committee on elections pretended to investigate the matter and after several months reported in favor Mackey. Any quantity of testimony was submitted by both sides. Mr. Dib ble by counsel when the matter hAd as sumed a bitter partisan aspect, moved to strike from the record the deposi tions in the case for the following rea sons: 1. That the contestant has wilfully, surreptitiously, fraudulently and cor ruptly altered and perverted the testi mony of the witnesses. 2. That the papers pled with the elerk of the Ilouse are not the genuine depositions in the case. 3. That tDe depositions vers not trans mitted to the House according to law by the officers before whom thy were taken. 4. That many of the depositions were not attested by the witnesses as re quired by law. 5. That the so-called depositions were not reduced to writing in the presence of the officer before whom they pur port to have been taken. After quoting from the Revised Stat utes in supportof the reasons here stated and showing that forged testi mony shall at least be investigated, Mr. II. E. Paine, Mr. Dibble's counsel in an elaborate brief before the committee, among other things said : Such 'a caseMias arisen and is now be fore this sub committee. In the first place, the papers filed as contestant's depositions were Jiotsxeduced to writing in the presence of the office. The afli davit of Mr. Hogarth, who. as notary public, took the contestant's deposi tions, shows that every word of all the e depositions, excepting three or four; was written out not merely in his pres ence but by his own hand. The affida vit of C. Smith shows that the deposi tions transmitted to the house were not the depositions so written out by the notary, but were papers written after wards by Mr. Smith and other employes of the contestant, and by the contestant uimseir; that the depositions written out by the notary were partly burned up and partly torn up by the contestant, and that not a single page of the papers now on file with the committee as de positions of the contestant i3 in the handwriting of the notary, or was written in his presence, or ever read-by mm. ine contestant has hied more than eighty affidavits, to which I shall refer again before I close. The President having signed, on last Thursday, the till for the erection of a public building at Greensboro, it is now a law. The Secretary of the Treasury has established a fog bell on the northeast face of Fort Sumter, Charleston har bor, close t6 the lighthouse, and during foggy weather the bell will strike twq blows in-quick succession, at intervals of 15 seconds. Of the party that left here to attend the Charlotte celebration all have re turned except Mr. Arm field and Sena tor llampton. They speak of the cele bration in the highest terms and can not find words with which to express their appreciation of the manner in which they were entertained. Gen. W. R. Cox, who so ably repre sents the laleigh district, is a member of the committee on pensions, and since he has become well acquainted with the members thereof, is the life of the committee. The subject of pen sions is a dry one and but for the wit and fun of Cox, who is in a fair way to rival the famous Sunset Cox, their meetings would be intolerably dull.
