The Text of Parnell's Letter to O'Shea, Upon Which Gladstone Acted The following is the text of Mr. Par nell's letter to Mr. O'Snea, which has caused such exciting debates in the British House of Commons, the fina paragraph being omitted in the first readme ana suosequentiy Drougnt out by Mr.Forster: JviLMAiKiiAM, April 28, 18S2. Dear Mr. O'Shea: I was very sorry that you had left the Albert Mansions before I reached London from Eltham, as 1 had wished to tell you that after our con versation I had made up my mind that it would be proper for me to put Mr. M Uarthy in possession of the vmws which 1 had previously communicated to you. 1 desire to impress upon you the ab solute necessity of a settlement of the arrears question, which will leave no recurring sore connected with it, aim which will enable us to show the small er tenants that they have been treated with justice and some generosity, l he proposal which you have described to me as suggested, in some quarters oi making a loan, over however many years of repayment it might be suread, should be absolutely respected for the reasons I have already fully explained to you. If the arrears question De settled on the line indicated by us I have every confidence a confidence shared by my colleagues that the exertions we should be able to make, strenuously and unremittingly, would effectually stop outrages and intimidation of all kinds. As regards permanent legislation of an ameliorating character, I may say that the views you hare always shared With me as to the policy of leasehold ers bein admitted to" the benefit of the fair rent clauses of the act are more confirmed than ever. So long as the flower of the Irish tenantry are kept outside of the act it can not be a per manent settlement of the land question, which we all so much desire. I should also strongly hope that some compromise might be arrived at this session with regard to the tenure clauses of the land act. It is unneces sary for me to dwell on the enormous advantages to. be derived from the full extension of the purchase - clauses, which now teem practically to have been adopted by all parties. The accomplishment of the pro gramme which I have sketched out to you would, in my judgment, be regard ed by the country as a practical settle ment of the land question, and 1 be lieve that the government at the end of the session would, from the state of the country, feel themselves thoroughly justified in disje ising with further ct ercive measures. The accomplishment of the pro gramme 1 have sketched out here would in my judgment be regarded by tha country as a practical settlement of the land question, and would, I f et 1 sure, enable us to co-operate cordially in the future with the liberal party in forwarding liberal principles, and that the government, at the end of the ses sion would from the state or the coun try, feel themselves thoroughly justifi ed in dispensing with further coercive measures. Yours very truly, Chaulks S. Paiinell, A HAPLESS LIFE Drought to an End by a Suicidal Hand Various Mishaps Recounted. At'anta Constitution. Griffin, May 30. Aleck Parish. formerly of Griffin hut more recently of Senoia, committed suicide at the latter place to-day. Ills relatives were inform ed of the fact by the mayor of Senoia this afternoon. He rallied from this collision. however, and was up again soon with only a broken arm. After this accident he had his skull badly fractured by heavy rock in a difficulty here on the street at night. It was thought for weeks that he would surely die. but he did not. He got well and again went forth to battle with the fates. He was next heard from after Coup's circus went through here, about a year ago. inventing a contrivance that would toss him in the air similar to the machine he had seen in the circus which sen Lula forth like a rocket Parish's in vention consisted of two very strong hickory saplings, bent down to the f round and tied with ropes, a board be ng placed across upon which to spread nimseir. At a given signal the ropes were cut and away he flew some 75 or 100 feet, missing the pile of straw he had fixed to drop on, coming down upon a lot of .stumps and brush. This export would not have been made, perhaps, but forthehieh prices prevailing in the United States. But the significance of European im-, portationsof grain grown by the "cheap labor" of India is easilv nerceived. Russia has hitherto been the chief com petitor of the United States in the gram markets of Europe, but the American rarmer is threatened with new opposi tion when European capital and intel ligence shall have learned to give direc tion to the energies of the crowded pop ulations of India. A good crop in Eu rope, India and Russia, next harvest, with a fair crop in the United States. would send the price of wheat down to very low figures next fall. A poor crop here and a fair crop abroad would alter our commercial prospects materially. and emphasize the doctrine that the time has come for the farmer to be pro tected in his turn by havine some of the tariff charges laid for the supposed benefit of manufacturers removed. If the tariff raises the wages of factory hands, it also raises the price of farm bands, and thus makes the cost of pro ducing a bushel of grain too great to permit its export except under the most favorable conditions. A lower tariff means a lower standard of expense for everv article produced, and by that much an increased ability to enter for eign markets with our grain, cloth, ma chinery and other wares. An era of high prices is of no advantage to any body when it means merely that figures paid are large on all articles alike. In the days of the Confederacy a barrel of flour cost sometimes hundreds of dol lars and a lawyer's fee ran up among the thousands: but neither farmer nor lawyer found himself belter off for bis big prices.
