The Investigation of the Sixth District -Senator Vance Presents Some S art ling Documents Forged Certificates Coming to Light An Accommodat ing Clerk who Gets Things Badly JHixed. Washington, D. C, June 20. Rich developments in the Mott investigation were made at the last meeting of the Vance committee. After several wit nesses were put on the stand with but little result, Mr. W. H. Kestler, formpr ly cepuiy collector unaer moil, .was placed in the witness chair. After be ing duly sworn he was examined by Senator Vance. Dr. Mott was present. Kestler testified that he was employe one month by Dr. Mott as deputy col lector at the rate of 65 per month. At the expiration of that time his ser vices were dispensed with. This was during the campaign of 1880. Senator, Vance handed witness two vouchers that he had taken off the fiie3 of the internal revenue office in the Treasury, both bearing witness' name and asked Kestler if he served only one month how was it that he had signed two vouchers tor two separate months. Witness acknowledged that the signa tures on the two vouchers were in iis handwriting apd" explained that after, he had left the employ of Mott he had received a letter from Mr. Jos.' Clairk, Mott's clerk,' informing hinxtbat ,he (Clark) had lost the voucher sig'nedjby. him (Kestler) and asking that he sjgn enclosed voucher and return it. This he did. This testimony Showed that the government was charged $65 for services never performed. But the sensational and damaging part was yet to come. Quite unexpectedly to wit ness Senator Vance handed him five other vouchers, signed by him and ap proved by Mott, taken from the sajne. files in the Treasury. Mott was thun derstruck and with bated breath lean ed forward to catch the reply of the witness. Mr. Kestler, after examining the signatures, and with qufe precision pronounced the' signatures of , his name bold and indifferent forger ies. Mott was horrified and turned pale and blue by turns. He squirmed in his chair and the stillness of the mo ment must have fqlt to him like an hour. His eyes were riveted on the the floor and it was some time before he recovered from the embarrassment that the witnesses disclosures placed him in. At last he put upon the stand his clerk, Mr. Joseph Clark, who, like all good clerks, said that these vouch ers were made out by him without Mott's knowledge, and that he, not Mott, was to blame. Things went' on this wav for some time and the witness had succeeded in painting himself quite black and Mott looked much relieved at the way things were shaping tiiein- slves when a keen move by the Senator threw him in a state of trepidation aeain. If Mott was Hurried when Kest ler said his name had been forged, he was thunderstruck when Clark was forced to admit that Mott's name to Kestler's vouchers was genuine. The scene in the committee-room when this admission by Clark was made was sen sational in the extreme and those who witnessed it if they ever doufeted that there was something rotten in Den mark, were convinced by the actions of Mott and Clark. The latter recognized the fix he had placed both Mott and himself in, having only a few minutes previously taken the whole blame on himself and now unwittingly inculpa ted his chief. It was a sad day for the leader of the great Independent reform movement in the Tar Heel State. With fallen crest Mott left the room and to day was at the office of Commissioner Raum complaining that certain Sena tors had access to the files of his office which he was not quite certain was proper with government papers sup posed to be sacred and available to Re publican officials only. Knowing that- our correspondent would give some attention to the evi dence offered before the Vance com mittee, Dr Mott writes the following letter to Tiie Observer : "The Ramsay evidence sent out by or from Vance's committee is easily an swered ; and the same may be said of Kestler's evidence. Sending up vouch ers to the Department here is one thing and getting the money on them is an other. Thev got all the money the gov ernment allowed me for them.
