We clip tho following leading edito rial from the columns of the Baltimore Sun nf Tuesdav. a paper whose Democracy has never been questioned. It expresses our views and we com mend it to the careful perusal of party managers who believe in driving where they cannot lead : Party government, properly under stood, is a government of ideas ; that is, a government whose course is guided aud regulated by those ideas of policy which lor the time being are accepted by the majority, but from which all corrupt influences and motives are pfiminated. Parties are nevertheless liable to be assailed by the blindness of ivlmt is known as uavtv spirit, which has always been deprecated by states men as a most serious and dangerous evil. But while warning us in the most solemn manner (as did the Father of his Country in his farewell address; against the dangers and abuses of party spirit and its tendency to intolerance, revenge and tyranny, ending in despot ism as its natural result, it never oc curred to the statesmen of the early days of the republic tnat the more in sidious, deDasing ana corrupt uses io which parties have within recent years been brought would be developed. A practical railroad man informs the New York Sun that before long every engine drawing a passenger train will have a pilot ; his place will be forward of the engine or above the present cab with which he will have a signal con nectionand his business will simply be to watch everything on or near the track and quickly signal any danger to the engineer. Colonel Rush Goshen, 46 years old, 1 feet 8 inches high and weighing 650 pounds, undertook to pummel a show man named Sweet, at Atlantic City, last Saturday, for eloping with his (Goshen's) wife, marrying her after Goshen had been divorced from her, and possessing himself of Goshen's farm, considerable cash and other worldly goods. DEATH OF SENATOR HILL. The wires yesterday brought us the not unexpected announcement of the death of Senator Benj. EL Hill, at his home in Atlanta. We say not unex pected announcement for within the past few months he has been slowly but surely nearing the end that all felt could not be far distant. Within the past few weeks he sank rapidly and every one could see that the marvellous si rength which bore him up in his ordeal of suf fering was ebbing out, and the once strong man was dying from sheer ex haustion. For three years or more he suffered, f or a great portion of the time in secret, from the canker that was gnawing his life away, and not until that eloquent tongue which had so often thrilled the Senate and public assemblages began to fail, did he make his condition kaown and seek the relief the physician and the surgeon's knife might offer. Too late. Through these years of silent at- yond ihe reach of the physician's skill xsi the surgeon's knife. Death had marked him for his own, though friends were led to hope against hope. His de parture for Eureka Springs, in Arkan sas, was a last resort, and finally recog nizing the hand of fate, which could not be escaped, he concluded to return to Georgia and die among the people whom he loved and who loved him. Such men die but are not soon forgotten. a construction put upon them as would open a Pandora's box of evils. But so it is that first the unlimited power of removal from all offices except judicial offices was asserted, and then by de crees acted upon for considerations of party aa vantage, uum uuuiy mo oyvim syBtem developed into hideous propor tions. From the spoils system by natu ral evolution came the machine and the boss, and with the machine and the boss the new revelation that it is high trea son to question the mandates of the I machine or the boss when they assume the easy and convenient iorm ui a iu lution or nomination of a primary meet ing or a convention. Without now en tering upon a discussion of the spoils system and the remedy for it, let us un derstand well that a denunciation of abuses to which party is prostituted is not a denunciation of party govern ment. While conceding that there must be party government, it must, never theless, be remembered that party con- to be admitted as controling in all the departments of ad ministration. The line is and ought to be drawn between political and non- political offices. To the former, policy, choice of means anddiscretionarypower appertain. The political ideas of the incumbent determine his action for the welfare or to the injury of the State, as the case may be To this class belong places in the national and State Legis latures, and the national and State Ex ecutives witli their advisers. The ju diciary, and a!! those offices of civil or municipal administration whose duties are hxed ana certain anu are pieswiucu by law, belong to the orbit of business. These ought to be regulated upon busi ness principles, and party government may and ought to exist without draw ing these into its vortex. Now, with this definition of the proper domain of party government, it is very easy to distinguish the proper limits of party allegiance. Its proper jurisdiction, so to speak, being to formulate into law, or to develop in matters left to executive discrimination th idms of policy and constitutional government which have han awpiitri bv its inrmbers. it fol lows, of course, that accord among those members iu selecting the officers and instruments to carry those ideas into effect is essential to their success. But it will likewise follow that an or ganization which limits itself to those functions will avoid ttie ab ss of cor rupt motives, whatever errors of judg ment it may commit. The necessity for the exercise of the right ui' individual judgment in antagonism to the views and wishes of a party, when expressed under the foregoing qualilications, will be rare, yet it is a right which no citi i zen should in advance consent to sur render absolutely in any contingency. But parties in this country have trav- which they were constructed, aud under the expansive stimulus of corrupting influents, thev have sraduallv drawn all elective offices, and the disposition of all other offices, federal, State and municipal, high and low, within their control.
